Base pay range $172,787.00/yr - $213,995.00/yr ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the guidance of the Chief Information Officer, the Chief Technology Officer (CTO) will develop and execute the State’s technology strategy, ensuring alignment with the State’s digital transformation plans and business objectives for more than fifty state agencies. The CTO will oversee the design, implementation, maintenance and operation of the State’s following services: NYS private and public cloud, networks, platforms, core services and personal compute, while ensuring services are scalable, secure, reliable and meet performance requirements. The CTO will oversee the successful delivery of IT support for more than fifty State agencies, located throughout the State, in a 24X7X365 environment. The incumbent of this position will possess a strong background in technology, be able to problem solve, make decisions and adapt to evolving technologies, trends and organizational needs. This individual can communicate at the executive level and will provide leadership, vision, and direction for technology systems, architecture and standards adhering to the State’s fiscal controls and ensuring support of the State agencies’ business objectives and requirements. Responsibilities Serve as a key member of the ITS executive management team; advise the NYS CIO on all matters related to delivery and operation of NYS private and public cloud, networks, platforms, core services and personal compute. Lead high‑performing technology teams and foster a culture of collaboration, learning and professional development. Implement policies and provide overall direction to assist in the development of and adherence to ITS strategic technology plans and statewide technology policies, standards, and guidelines. Participate in the evaluation and selection of new technologies. Oversee the development and maintenance of comprehensive disaster recovery and business continuity plans. Explore new technologies and conduct research and development. Oversee capacity planning to optimize resource utilization, anticipate future growth and ensure evolving demands can be met. Implement practices to monitor system and operational performance. Develop and maintain the technology budget. Manage relationships with vendors and service providers, ensuring requirements for equipment, services and maintenance are included in contracts or agreements. Represent the NYS CIO, as requested, with the Governor’s Office, State Legislature, local government representatives, Office of the State Comptroller, the Attorney General, Division of the Budget and representatives of public and private sector stakeholders. Oversee architectural design and maintenance of systems, partnering with ITS and NYS executive agency stakeholders to ensure systems are secure, resilient and meeting customer needs, including designing to meet NYS Policies and Standards and various compliance domains (CJIS, IRS PUB1075, HIPAA, FISMA, etc.). Perform all supervisory duties and all other duties as assigned. Minimum Qualifications Bachelor’s degree in Information Technology related field and 10 years of progressive experience in technology leadership, 5 years of which must be relevant experience in Enterprise Architecture. Preferred Qualifications Experience leading cross‑functional teams and enterprise‑wide programs, operating and influencing effectively across the organization and within complex contexts. Strong business acumen. Excellent public speaking skills. Ability to conduct technological research and analysis. Exemplary project management skills, including financial, schedule and resource management.
