BHA Chief Medical Officer - Maple Lane and Brockmann

Maple Lane/Brockmann Campuses combine for bed inpatient psychiatric Behavioral Health Treatment Centers and operates 24 hours a day, seven days a week. ML/Brockmann provides long-term inpatient treatment for both civilly committed residents with serious mental illnesses and Not Guilty by Reason of Insanity residents eligible for community access. People are referred to these residential treatment facility (RTF) beds through the Behavioral Health Organization under a civil court order or a referral process through the Behavioral Health Administration (BHA).

The Chief Medical Officer (CMO) reports to the Executive Officer and serves as an essential member of the Executive Cabinet and a voting member of the Governing Body. The CMO is a senior level executive and the highest-level clinical executive at Maple Lane and Brockmann Campuses and is ultimately accountable for the administration of effective, efficient, and safe delivery of treatment services to all residents. The EO reports to the Assistant Secretary of the Behavioral Health Administration (BHA), who reports to the Secretary of the Department of Social and Health Services (DSHS). There will be approximately 212 beds at Maple Lane, 48 beds at Brockmann, and 30 beds at Steilacoom.

The CMO plans, organizes, controls and evaluates all clinical administrative components to assure a supportive environment toward the delivery of the highest quality of services. The incumbent supervises a senior medical leadership team and provides clinical and administrative direction to all medical staff and clinical medical services; demonstrates strategic leadership that fosters high quality patient-centered care.

The physician hired for this role may work out of the Brockmann location in Vancouver, WA or the Maple Lane Campus in Grand Mound, WA.

Some of what you will do:
  • Participate in the development and implementation of the strategic direction for ML/B. Ensure the strategic direction is articulated to medical staff and effectively delegates key activities to ensure timely execution of the strategic goals and objectives. Direct program development and implementation of all medical initiatives.
  • Perform leadership and executive duties in the planning, developing, coordinating, implementing, directing and evaluating of clinical and professional services for expanding Residential Treatment Facilities.
  • Responsible and accountable for the administration and coordination of RTF psychiatric and medical services and provides consultation on clinical matters related to nursing, rehabilitation, and other professional services.
  • Supervise all clinical and professional services activities through subordinate directors and managers and provide leadership and guidance in matters related to medical and clinical management for residents.
  • Direct and coordinate the administration of all psychiatric and medical services by conducting supervisory meetings and unit rounds, reviewing reports to ensure appropriate use of resources, and designating staff assignments to meet the goals of the RTFs.
  • Ensure coordination of services with other hospital/RTF programs by participating in the formulation of treatment and administrative procedures of the RTF clinical services and conferring with the EO, Executive Cabinet members, and department/program directors to provide consistency in resident care.
  • Lead the transformation of clinical leadership into collaborative, high-performing teams.
  • Build strong relationships and foster continuous performance improvement in support of the State's mental health service delivery system by working collaboratively with key leaders and administrators from the BHOs.
  • Collaborate with executive and senior leadership teams to meet organizational goals and to optimize processes and services delivered.
  • Ensure Medical Department's compliance with regulations, laws, procedures, and policies including relevant Department of Health regulations, Revised Code of Washington (RCW), Washington Administrative Code (WAC), professional standards of practice, and DSHS/BHA/ML/B policies.
  • Assures that specific Medical Department goals, objectives, standards, policies, and procedures are congruent with the standards and requirements of certification bodies relative to the best possible safe, quality resident care.
  • Align RTF clinical practices in accordance with all applicable policies for internal consistency of data reporting systems.
    • Occasional travel between facilities and to/from headquarters.
    • Office-based, but also required to circulate throughout the facility for such activities as rounding, case conferences, supervision of care delivery and communication of executive leadership policies and information. These activities require visiting resident units where there is a potential for assaults and violence.
    What we're looking for:
    • Valid license to practice Medicine and Surgery in the State of Washington; Certification in General Psychiatry by the American Board of Psychiatry and Neurology. Experience in private sector and management skills can be incorporated into state system to improve services. Demonstrated Medical executive leadership.
