SUMMARY
Under the Supervision of the Vice President of Population Health and Integrated Services, and collaboratively with the Senior Director of Population Health, the Site Clinical Director provides direction and oversight of all aspects of internal clinical operations for behavioral health services within an integrated service delivery system.
The Clinical Site Director supervises the team-based clinical leaders at the assigned site, this will include the Care Managers, Administrative Support, and Lead Counselors. Responsible for the oversight of clinical operations of each site.
The Clinical Site Director works closely with the different providers (internal and external) to ensure effective service delivery. The Clinical Site Director will work closely with the Site Manager to ensure clients are receiving services timely and efficiently at each site.
The Clinical Site Director works closely with the Vice President and the Senior Director of Population Health to ensure that the goals and objectives specified for the program are achieved within the program's time limitation.
ESSENTIAL JOB FUNCTIONS
* Work collaboratively with the senior leadership team in planning and program reorganization activities related to integrating behavioral health services.
* Directs healthcare operations at assigned site management of behavioral health operations at maximum quality, accessibility, efficiency, and productivity. Makes recommendations regarding modifications to the service delivery system as needed, based on strategic direction, client needs, business management, and/or other factors.
* Work closely with the management teams to hire, train, and evaluate employees.
* Supervises designated clinical supervisors and behavioral health managers, and assists in developing standards of practice, record keeping, and clinical protocols for assigned behavioral health sites. Implements and monitors are the same.
* Develop consistent lines of communication between and among behavioral health leadership.
* Assumes leadership role in a crisis event providing direction to staff and clients as well as communicating with the Crisis Response Team and emergency and safety forces.
* Provides leadership and coordination of agency program ensuring all professional, clinical, and ethical standards are adhered to.
* Provides individual/group supervision to BHS and BHT supervisees to ensure staff learn and perform the necessary skills to succeed in their roles.
* Ensures effective performance for direct service programs including timely and accurate documentation and record-keeping by monitoring and analyzing system database and records, and implementing corrective action as necessary
* Ensures proper utilization and timeliness of services and optimizes client care by coordinating services within the organization and with other community support services.
* Continually assessing and recommending changes to program policies and procedures to best meet the program's objectives.
* Work closely with the Vice President of Population Health and Integrated Services and Senior Director of Population Health to monitor and report outcomes of the program.
* Assist management with developing and recommending new or revised program goals and objectives.
* Direct the day-to-day clinical operations of the integrated team-based team including assisting staff with scheduling work hours to ensure appropriate coverage for the day.
* Direct the daily organizational staff meetings and treatment planning meetings.
* Collaborates with agency personnel and other community providers to develop and provide a continuum of services necessary to promote client success.
* Ensures services are carried out by established policies and protocols, ensuring prompt, professional responses to referrals for services, and prompt completion of clinical documentation.
* Ensures adherence with established service plans, Ohio Department of Mental Health (ODMH) administrative rules, federal, state, and local laws, and professional standards of conduct.
* Documents and provides performance feedback to staff regarding the quantity, quality, timeliness, efficiency, and completeness of services performed and efficiency of use of time.
* Initiate and maintain relationships, in coordination with other staff, with local criminal justice and other human services agencies, and with informal community resources (e.g. landlords, employers, hospitals, schools, etc.).
* Conduct clinical assessments and provide director clinical treatment, rehabilitation, and support services to clients, as needed.
ADDITIONAL DUTIES AND RESPONSIBILITIES
* Adheres to the ethical, confidentiality, and professional standards and requirements of federal and state laws, the policies of the agency, and the policies of licensing and credentialing boards. Ensures confidentiality of client records and information.
* Speaks and acts in a manner that is sensitive and responsive to a person's ethnic, cultural and developmental background, to any disabling conditions, to experiences of trauma, and to conditions that may affect the person's ability to form accurate perceptions, process information, understand directions, and communicate important information.
* Participates in various standing, functional and ad hoc committee groups.
* Adheres to the ethical, confidentiality, and professional standards and requirements of federal and state laws, the policies of the agency, and the policies of licensing and credentialing boards. Ensures confidentiality of client records and information.
* Participates in preparations for certification and other clinical audits, and in the development of the agency's service plan.
* Participates in management meetings, represents management in meetings with members of the collective bargaining unit, assuming supervisory functions in the temporary absence of other supervisors and managers.
* Maintains current awareness of new developments in the field by reading professional literature and attending conferences and seminars.
* Assumes additional responsibilities and performs special projects as needed or directed.
REQUIRED QUALIFICATIONS
Education, Training and/or Experience
Master's degree in social work or a social service discipline with a minimum of five years of mental health, chemical dependency, and/or social services work experience including a minimum of one year of supervisory experience, or equivalent combination of education and experience.
Certifications, Licenses, Registrations
* LISW, LPCC
* Valid Ohio driver's license with good driving record and proof of insurance; adhering to the minimum requirements of Ohio's Financial Responsibility Act.
* CPR certification plus First Aid and non-violent physical crisis intervention training (within 60 days of hire).

* Knowledge of agency policies and procedures, goals, and objectives.
* Knowledge of state and local rules, regulations, and laws about the provision of crisis services.

* Team building skills; organizational and staff development skills.
* Highly effective communication, listening, interpersonal, negotiation, influencing, and presentation skills.
* Ability to develop and manage budgets; ability to read and interpret financial reports.
* Ability to develop reports, business correspondence, and policies/procedures.
* Strong supervisory skills: ability to delegate effectively.
* High degree of initiative and independent judgment.
* Strong analytical and problem-solving abilities.
* Able to work effectively with cross-functional groups in solving business problems.
* Computer skills; word processing and spreadsheet software capabilities.
PHYSICAL DEMANDS
Nature of work requires an ability to effectively communicate and exchange information, collect, compile and prepare work documents, operate standard business office equipment, with an ability to work effectively in a multi-tasking environment. Duties are performed in a multi-story facility without mechanical lifts. Access to and the ability to drive a motorized vehicle.
WORKING CONDITIONS
Work performed in a general office environment and in the community. Hours of work may exceed normal business hours and require an ability to work non-traditional work hours. Requires frequent local travel within Cuyahoga County.
