Overview Under general administrative direction of the Regional Project Manager for the Hetch Hetchy 10-year Capital Improvement Program (HCIP), the Project Manager (PM) I will be the lead in implementing the above technical and complex San Joaquin Pipeline projects. The combined budget for planning, design, and construction of these projects is approximately $108.7M. The scope of work of the individual project is listed below. Projects SJPL Valve and Safe Entry Improvements (Project #10035575) – Phases 2B C (a subproject). The San Joaquin Pipelines (SJPL) convey drinking water to the Bay Area. The primary objective is to provide reliable isolation to safeguard personnel working inside the pipelines. SJPL Valve Remote Control and Monitoring The project objective is to provide remote supervisory monitoring and control over SJPL System, including in-line and cross-over valves. This project includes design, procurement, and construction of new SJPL remote supervisory controls enabling remote operation of valve actuators from the control room in Moccasin, CA. Essential Functions The Project Manager will be responsible for overseeing the project schedule through planning, environmental, design, permits and right of way acquisition (if required), contracting, construction, and closeout. During planning, the project’s performance requirements are defined and refined with stakeholders. Responsibilities Project Management: Manage project budget, schedule, and scope. Needs Definition, Condition Assessment, Alternatives Identification: Define needs, assess facilities, identify feasible alternatives, and prepare Conceptual Engineering Report at 10% design level for the recommended alternative. Some projects may not require this task. Environmental Review: Conduct environmental studies, evaluate alternatives, and prepare EIR/EIS if necessary; pursue negative declaration or categorical exemption if feasible. Engineering Design: Develop 35%, 65%, 95% design documents and cost estimates; 100% construction documents for bidding or procurement. Bid and Award: Advertise construction contract, evaluate bids, seek SFPUC Commission approval to award, and issue Notice-to-Proceed. Construction Management: Provide oversight, inspections, and coordination of construction activities. Operational Start-Up and Close-Out: Transition facilities from construction to active operations, including system testing, staff training, and process validation, and close-out of the projects. Nature of the Work This is a full-time position either based in Moccasin, CA, or SFPUC headquarters; all PM-1 assignments are in the Hetch Hetchy region. If based at SFPUC headquarters, commuting to HCIP site in Moccasin at least 1 day per week and/or periodic visits to remote sites are required for various activities. Managing the projects assigned Getting familiar with project locations Escorting staff, consultants, or stakeholders to sites Attending meetings with HHWP staff Attending workshops with HHWP and design team members Attending progress, change order, schedule/cost meetings with City construction management staff and contractors Coordinating with other projects and teams Some meetings can be remote; some may require on-site presence. The PM-1 is expected to promote good relationships with City staff, consultants, and contractors by attending most meetings face-to-face. If the candidate selects Moccasin as primary office, periodic commutes to SFPUC headquarters for important meetings may be required. Limited living accommodations may be available in Moccasin cottages or bunkhouses, on a first-come, first-served basis. Qualifications Minimum Qualifications: Bachelor's Degree in architecture, engineering, or planning plus four years of responsible architectural, engineering, or construction management experience OR a Bachelor's Degree in another field plus six years of relevant experience OR eight years of related experience in a field directly related to the project OR California registration as professional engineer or architect One year of full-time employment is equivalent to 2000 hours; overtime hours are not included in calculation Applicants must meet minimum qualification by final filing date unless noted Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process. The ideal candidate should have experience in planning, environmental review, design, construction, and closeout using project management processes, and knowledge areas.
