Job Description Under general administrative direction of the Regional Project Manager for the Hetch Hetchy 10-year Capital Improvement Program (HCIP), the Project Manager I will lead the implementation of the technical and complex San Joaquin Pipeline projects. The combined budget for planning, design, and construction of these projects is approximately $108.7M. The scope of work of the individual project is listed below. Project: SJPL Valve and Safe Entry Improvements (Project #10035575) – Phases 2B&C (Subproject) The San Joaquin Pipelines (SJPL) convey drinking water to the Bay Area and have been in service ranging from 13 to 93 years. Staff and contractors regularly enter the pipelines for assessments, maintenance, and repair. The primary objective of the project is to provide reliable isolation to safeguard personnel working inside the pipelines. Project: SJPL Valve Remote Control and Monitoring The project objective is to provide remote supervisory monitoring and control over the SJPL System, including in‑line and cross‑over valves. The project includes design, procurement, and construction of new remote supervisory controls that enable remote operation of valve actuators from the control room located in Moccasin, CA. Essential Functions Oversee project schedule, ensuring smooth progression through key phases: planning, environmental, design, permits and right of way acquisition (if required), contracting, construction, and closeout. Collaborate with project team members and internal stakeholders to refine project scope before advancing to subsequent phases. Manage project budget, schedule, and scope. Define project needs, assess conditions of existing facilities, and identify feasible alternatives. Prepare Conceptual Engineering Report at 10% design level when required. Conduct environmental studies, evaluate alternatives, and prepare draft and final Environmental Impact Report and Statement as necessary. Pursue negative declaration or categorical exemption if feasible. Develop 35%, 65%, and 95% design documents and cost estimates; produce 100% construction documents for bidding or procurement. Advertise construction contracts, evaluate bids, seek SFPUC Commission approval to award, and issue Notice‑to‑Proceed. Provide oversight, inspections, and coordination of construction activities performed by the contractor. Oversee operational start‑up and close‑out: transition constructs to active operations, conduct system testing, staff training, process validation, and project close‑out. Nature of the Work This is a full‑time position based either in Moccasin, CA, or SFPUC headquarters at 525 Golden Gate Avenue, San Francisco. PM‑1 assignments are in the Hetch Hetchy region. If the candidate selects headquarters, the candidate must commute at least one day per week to the HCIP site office in Moccasin, CA, and may need to travel to remote project sites. If the candidate selects Moccasin as primary office, periodic commutes to headquarters may be required. Limited living accommodations may be available in the Moccasin cottages or bunkhouses on a first‑come, first‑served basis for multi‑day project commitments. Qualifications Minimum Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience. OR Bachelor’s Degree in another field plus six years of responsible experience in a field directly related to the project. OR Eight years of architectural, engineering, or construction management experience in a field directly related to the project. OR California registration as professional engineer or architect. One year of full‑time employment equals 2,000 hours. Overtime beyond 40 hours per week is not counted. Desirable Experience in all phases of the project – planning, environmental review, design, construction, and close‑out using project management processes and knowledge areas. Proficiency with Primavera P6, PowerPoint, Excel, Outlook, and Word is a plus.
