A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS. Examples of Duties Provides leadership and oversight to the statewide implementation of the Kindergarten Entry Assessment (KEA) and Kaiapuni KEA, including budgetary and contractual oversight and execution, professional learning supports, and student data analysis and reporting. Provides consultative services, professional learning supports, and technical assistance to complex areas, schools, other state offices, community groups, and others regarding child development and early childhood curriculum, instruction, and assessment. Collaborates closely with other state and complex area specialists to coordinate activities, allocate resources, and implement programming that supports early childhood education. Provides professional learning opportunities that promote healthy child development, knowledge of childhood developmental domains, play-based learning approaches, and content-specific instructional practices that best serve young children. Collects and analyzes administrative, fiscal, and programmatic data for testimony, reports, and/or presentations to various audiences, including the Legislature, the Board of Education, Department leadership, and other entities and community groups. Serves as the Department's representative on a variety of internal and external early childhood stakeholder meetings, inter-agency projects, and committees. Keeps abreast of current significant research in child development and early childhood education to support all work. Procures necessary goods and services to carry out activities of the position, including execution of fiscal, personnel, and contractual transactions in a timely manner. Adheres to all procurement rules, regulations, and contractual requirements of the Department, State, and Federal entities. Performs other related duties as assigned. Minimum Qualifications Education: Graduation from an accredited college or university with a master’s degree in education with specialization in a subject field appropriate to the area(s) of assignment. Education Substitution: (1) Graduation from an accredited college or university with a master's degree in a related field, which may include Child Development, Child Psychology, or another related field; OR (2) Graduation from an accredited college or university with a bachelor's degree in a related field PLUS two (2) years additional experience in teaching or curriculum program planning. Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate. Desired Experience: Experience in early childhood research; Hawaiian immersion and/or Kaiapuni contexts; organizational leadership, planning, and coordination in the areas of assignment. Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system. Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment. Desired Knowledge: Early childhood education and developmentally appropriate practices for all domains of child learning; developmental milestones and early childhood disabilities; oral language and early brain development; research foundations, methods and data analysis pertinent to the areas of assignment; Hawaiian language and Hawaiian immersion instruction; foundations of Indigenous education; assessment for learning and formative instruction cycles; nature-based and ?aina-based instruction; inclusive education for children with disabilities and multilingual children in P-3 settings. Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas. Desired Ability to: Effectively analyzes and interprets research and assessment data; engaging and dynamic presenter/speaker, communicates professionally to diverse stakeholder groups; presents material and provides professional learning in engaging, effective ways; proficiently uses digital tools and other equipment to generate products appropriate to areas of assignment; proficiently organizes and coordinates work flow to maximize efficiency and effectiveness of work tasks. Supplemental Information SALARY RANGE: EOSR-7, $113,660 to $160,893. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $113,660. WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
