PhaseII Staffing and Contracting | NATO Cyberspace Operations Concept Development

Phase II is actively seeking an innovative and highly-driven individual to join our growing team as a Cyberspace Operations Concept Development PM supporting the Cyberspace Branch Technical Director (TD) in the development and coordination of the NATO Cyberspace operations warfare development work plan (WDWP), the NATO Cyberspace concept framework and the NATO Cyberspace capability breakdown, among others.
Duties include:
- Based on Cyberspace Branch TD guidance, develop and maintain the domain warfare development work plan and the concept framework: Develop and maintain the document-tree for NATO Cyberspace doctrine, vision and strategy, policy, concepts and implementation efforts in the area of Cyberspace operations.
- Support the Cyberspace Branch TD in the development and coordination of the NATO Cyberspace operations warfare development work plan (WDWP), the NATO Cyberspace concept framework and the NATO Cyberspace capability breakdown, among others.
- Support the development of the Cyberspace Capability Development Plan.
- Develop and/or support the development of cyber-warfare related concepts: Based on cyber Branch TD D&G and using the Branch prioritization as per the Cyberspace warfare development work-plan and Cyberspace concept framework, identify concepts to be developed.
- For identified concepts: Conduct bibliographic/literature review.
- Collect cyber Branch Subject Matters Experts (SMEs) inputs and seek inputs from external stakeholders.
- Conduct comparative analysis with similar concepts developed by nations and other organizations.
- Develop concept proposal and concept development plan.
Qualifications:
- Background in Cyberspace Operations Concept Development, crafting strategies and frameworks to address cyber threats and challenges.
- Minimum of 3 years in the last 5 in the field of program or project management, which shall include activities related to tolerance, benefit and risk management.
- Minimum of 2 years in the last 5 of experience in in the Cyber or Communication Information Systems (CIS) area.
- Minimum of 2 years in the last 5 of experience in briefing senior leaders/decision makers. Effective oral and written communication skills, with good briefing and presentation skills; ability to interact with senior military and civilian officials in an international environment, using tact and diplomacy.
Education:
- Bachelor’s degree in Engineering, Mathematics, Computer Science or Business Administration from an accredited university.
Certifications:
- Active program management practitioner-level certification by an accredited institution, such as the Program Management Institute (PMP) or the Axelos (MSP).
- CISSP, GIAC, or ISACA CISM
Security Clearance:
- NATO Secret Security Clearance or National equivalent.
