Description JOB TITLE: Housing Deputy DirectorSTATUS: Full-time, PermanentFLSA: ExemptREPORTS TO: Housing DirectorSUPERVISES: Supervisory Responsibilities WORKING HOURS: The Housing Deputy Director position is an exempt position that provides leadership role in development, management, and implementation of housing programs, policies, and initiatives. This position has regular business hours but may require work in the early mornings, evenings, and weekends. May be required to perform after‑hours standby services as needed or some evening work, especially during the winter shelter season. SUMMARY: The Housing Deputy Director plays a critical leadership role in the development, management, and implementation of housing programs, policies, and initiatives. Reporting to the Housing Director, this position supports strategic planning, supervises program managers and staff, ensures regulatory compliance, and works closely with internal and external stakeholders to promote affordable, equitable, and sustainable housing solutions. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Assist the Director in setting strategic goals for the department, particularly in affordable housing development, housing preservation, and homelessness prevention. 2. Supervise and provide leadership to program managers and senior staff to ensure efficient service delivery and performance outcomes. 3. Analyze housing needs and contribute to policy development to address housing affordability, displacement, and access. 4. Coordinate with government agencies, non‑profit organizations, developers, and community stakeholders to advance housing initiatives. 5. Monitor compliance with federal, state, and local housing regulations, including HUD and Fair Housing Act requirements. 6. Administer and monitor Housing Departments budgets which may include capital improvement programs, allocating resources, and approving expenditures. 7. Act as the Director’s designee in their absence and support crisis response related to housing or shelter needs compliance with company policies and regulations. 8. Participate in the development, administration, and monitoring of the Department’s grants, including but not limited to CDSS: Bringing Families Home Program (BFH), Home Safe Program, and the Housing and Disability Advocacy Program (HDAP); Tribal Homeless Housing Assistance and Prevention Program (Tribal HHAP) Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA) and making recommendations for future funding needs and funding assistance. 9. Attend and participate in professional group meetings; keep informed of new trends and innovations related to the housing field. 10. Perform related tasks as required. SUPERVISORY RESPONSIBILITIES: This position directly supervises and manages DCR Housing program staff, Bi’du Khaale community staff, and housing volunteers. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below represent the knowledge, skills, and abilities required. 1. Bachelor’s degree in Public Administration, Urban Planning, Housing, or a related field (Master’s preferred). 2. 7+ years of progressively responsible experience in housing policy, community development, or public administration for awareness and cultural sensitivity to substance abuse disorders, including drugs or alcohol, and their interplay with behavioral health treatment is required. 3. 3+ years of management or supervisory experience. 4. Compliance with the federal Drug‑Free Workplace Act of 1988 (Pub. L. 100‑690) and Tribal laws and policies requiring a Drug and Alcohol‑Free Workplace. 5. Previous experience in Tribal Housing as property management, maintenance, or construction with a demonstrated track record is preferred. 6. Previous experience working in a WrapAround Program and/or as an outreach and prevention type of worker is preferred. 7. Strong knowledge of affordable housing finance, federal housing programs, and housing policy. 8. Exemplary interpersonal skills: ability to collaborate effectively with culturally diverse staff with demonstrated poise, tact, integrity, and professionalism. 9. Excellent leadership, project management, and communication skills. 10. Ability to navigate political, regulatory, and community dynamics effectively. 11. Knowledge and experience working with Native American communities, culture, and customs. TRIBAL AND INDIAN PREFERENCE: Under the Indian Self‑Determination and Education Assistance Act (25 U.S.C. § 5307(b)) and the Tribal Employment Rights Ordinance, the Dry Creek Rancheria applies the policy of “Tribal and Indian Preference” when filling vacancies. Tribal and Indian Preference shall be given to qualified applicants enrolled members of a federally recognized Indian tribe or band. The Dry Creek Rancheria reserves the right to require applicants claiming to be American Indian or Alaskan Native to provide a copy of their Certificate of Tribal Enrollment or Certificate of Degree of Indian or Alaska Native Blood (CDIB) card. EDUCATION: 1. A Bachelor’s degree or trades training is required, or equivalent work experience may be considered in lieu of formal education. LANGUAGE SKILLS: 1. Must be able to read, write, speak and understand English. 2. Excellent oral and written communication skills are essential to the successful conduct of this position. 3. Ability to write accurate, grammatically correct, polished reports and business correspondence. 4. Must be able to speak with the public professionally. MATHEMATICAL SKILLS: 1. Must have basic math skills (adding, subtracting, multiplying, and dividing). REASONING ABILITY: 1. Ability to define problems, collect data, establish facts, and draw valid conclusions. 2. Ability to interpret instructions furnished in written, oral, diagram, or schedule form. 3. Ability to promptly process detailed work and requests for information or assistance. 4. Ability to apply regulatory and procedural doctrine, concepts, and policy to practical situations. LICENSES, CERTIFICATES, REGISTRATIONS: 1. Must possess a valid Driver’s License with a clean driving record and be insurable under the Tribe’s insurance policy. PHYSICAL DEMANDS: 1. Must be able to sit or stand for extended periods. 2. Must be able to lift and carry up to twenty‑five (25) pounds. 3. Must be able to respond to visual and aural cues.
