The On-Road Model Development Section (ORMDS) is recruiting for a Staff Air Pollution Specialist (SAPS) in the Mobile Source Analysis Branch (MSAB) of the Air Quality Planning and Science Division (AQPSD). This section is responsible for the development and refinement of the EMFAC on-road emissions inventory model. The EMFAC model supports air quality planning, transportation planning, photochemical modeling, and project‑level assessment. This section also plays a key role in development of on-road heavy-duty mobile source regulations by providing technical support to regulatory divisions within CARB. This position requires the incumbent to serve as an agency‑wide on-road vehicle emissions modeling expert and lead EMFAC model development. The SAPS will serve as the branch’s expert on fuels used in the California fleet, fuel regulations, and fuel programs. The incumbent will perform technical analyses evaluating emissions impacts for the E15 (gasoline with around 85 percent California Reformulated Gasoline Blendstock for Oxygenate Blending and fifteen percent ethanol) rulemaking. The SAPS will also lead and coordinate efforts across the branch and agency to improve CARB’s EMFAC emissions model and provide expertise to ongoing and future agency-wide efforts, working with experts from other divisions and external stakeholders, on CARB’s key mobile source policy initiatives. In addition, the incumbent will support other key branch programs, such as State Implementation Plan (SIP) development. The incumbent will successfully handle multiple dynamic short‑ and long‑term assignments from competing high‑priority and policy‑sensitive assignments with very tight deadlines. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
