GRADE 22 LOCATION OF POSITION Maryland Water Infrastructure Financing Administration (MWIFA) 1800 Washington Blvd. Baltimore MD 21230 MAIN PURPOSE OF JOB The Maryland Department of the Environment (MDE) is seeking a highly qualified candidate for the position of Deputy Director of the Maryland Water Infrastructure Financing Administration (MWIFA). The primary purpose of this role is to assist the Director in administering the loan and grant programs managed by MWIFA, which includes the Clean Water (CW) and Drinking Water (DW) State Revolving Fund (SRF) programs, and several state funded grant programs including the Bay Restoration Fund Program and the Comprehensive Flood Management Program. The incumbent directly oversees the Capital Planning and Financing Division (CPFD) and the Financial Analysis Section (FAS). POSITION DUTIES Essential Functions Include: Oversight of loan/grant: This position involves direct oversight of the loan/grant program. Responsibilities include collaborating with the Water Science Administration to develop project priority lists and Intended Use Plans (IUPs), overseeing detailed credit analyses, developing Financial Capability Analysis (FCAs) for all borrowers, and ensuring compliance with federal and state procurement requirements. Operational Management: The incumbent in this position will frequently assess the operations of the loan/grant process, set goals, develop metrics, and implement necessary changes to ensure efficient operations. Additionally, this role will be responsible for assessing and revising existing Standard Operating Procedures (SOPs) and developing new SOPs. Administration Support: The MWIFA Deputy Director collaborates with the MWIFA Director on policy matters, developing program marketing strategies, and MWIFA’s overall operations. This includes engaging with both internal and external stakeholders to ensure MWIFA effectively supports communities by providing the necessary financing to protect public health and improve water quality in the Chesapeake Bay and all of Maryland’s waterways. Supervision: This position involves comprehensive supervisory duties, including assigning and reviewing work, approving leave requests, conducting performance evaluations, and participating in the interviewing process as needed. The incumbent will also be responsible for managing day‑to‑day operations, setting annual goals, mentoring staff, and assessing work performance. MINIMUM QUALIFICATIONS Applicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process. Please read all requirements before applying. Education: Bachelor’s degree from an accredited college or university in Public Administration, Finance, Business Administration, Environmental or Public Policy, Law, or a related field is required. Experience: Five (5) years of senior‑level experience managing financial operations for a professional organization to include budget management, budget analysis, and/or overseeing water infrastructure capital budgets. Two (2) of this experience must include the supervision of financial staff. DESIRED OR PREFERRED QUALIFICATIONS Exceptional communication and interpersonal skills, with the ability to engage effectively with a diverse range of high‑level stakeholders. A strategic mindset with strong analytical and problem‑solving abilities. Experience managing infrastructure or capital programs. Previous work in a federal, state or large municipal government agency. Experience working with elected officials, community stakeholders, and advocacy groups. Familiarity with federal and state revolving loan fund programs and grant‑to‑loan leveraging strategies.
