CDA’s mission is to promote, protect, and advance healthy, safe, and equitable communities.There are currently two (2) full-time, regular hire and two (2) full-time, fixed-term positions (for up to one (1) year each) for Environmental Health Specialist II in the Environmental Health - Consumer Protection Program. The Environmental Health Specialist II (EHS II) independently performs field inspections in all assigned program categories, assists in the performance of complex inspections, investigates complaints, and may be assigned lead responsibility and training for the activities of one or more staff at the trainee level. This position requires travel between various County and business-related locations and may require evening and weekend work.Major projects:Performs inspections and enforces the provisions of the State and local health codes pertaining to food, water, housing, and waste disposal services to private and public entities including food facilities, organized camps, public swimming pools, solid waste facilities, and septic systems.Advises or instructs individuals, businesses, institutions and public officials in the prevention and correction of nuisances and unsanitary conditions.Confers with local officials on sanitation problems.Writes reports and findings of investigations and makes recommendations on requirements for correction or legal action.Our Highly Qualified CandidateThe highly qualified candidate will be customer-focused, competent with technology for record keeping and research, and committed to facilitating public health. In addition, the ideal candidate will have prior experience conducting inspections and successfully resolving complaints with the public through effective communication (oral and written) and negotiation skills.Highly desired: Bilingual Spanish Speaking and Writing skills*Bilingual Testing/Certification: The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidate possesses the appropriate skill level to meet the requirements.QualificationsKnowledge of:General knowledge of basic principles of food science and technology such as food quality and its measurement, disposal of food wastes, food-borne infections and intoxication, and the technological aspects of processing and preserving foods.Principles and practices of inspection, detection, and sanitary control of food processing, water quality, liquid and solid wastes, related hazardous materials and vector problems.Major principles and practices of environmental health as it relates to institutional environments, consumer protection, and occupational health.Basic community health problems and governmental programs designed to control such health problems as solid waste disposal, liquid waste disposal, water pollution, and vector control.The laws and regulations governing environmental health in California.Some knowledge of the design of food processing systems including types of materials used and their location in relation to public health needs.Principles and methods of designing research studies such as data sources and collection methods necessary to obtain information on various public health and sanitation programs and problems.Principles of environmental sanitation and sanitary science.Methods and practices used in inspecting and correcting unsanitary conditions.Ability to:Learn and apply provisions of the Health and Safety Code.Establish and maintain effective public relationships.Follow oral and written instructions.Work independently.Prepare records and reports.Detect unsanitary conditions and obtain compliance with current environmental sanitation standards.Communicate and interact in situations requiring instruction, persuasion and counseling.Participate in conferences, group discussions and individual interviews.Define problem areas.Collect, interpret, and evaluate data including drawing valid conclusions.Learn and apply various laws and regulations involving changing standards in the environmental health field.Plan and carry out fieldwork without direct supervision and direct the work of others as assigned.Coordinate visual observation and oral or written communications into concise, descriptive, written or oral reports.Maintain cooperative relations with members of the public, community groups, and other governmental agencies.Minimum QualificationsAny combination of education and training which would provide the knowledge and abilities to perform as an Environmental Health Specialist II. Typically, a Bachelor's degree from an accredited college including 30 semester units of basic science which meets the education requirements of the California State Department of Public Health for registration as an Environmental Health Specialist with the required experience and possession of a valid certificate of registration as an Environmental Health Specialist in the State of California.Certificates and LicensesPossession of a valid certificate of registration as an Environmental Health Specialist with the California Department of Public Health.All applicants will receive email notifications regarding their status in the recruitment process.
