*Description*

Working under the limited supervision of the Manager, Engineering, manages the planning, design, and construction efforts associated with Fairfax Water's source water supply and treatment initiatives. This position will have an initial emphasis on addressing the impacts of the EPA's PFAS regulations on Fairfax Water operations, including supporting the pilot study and development of new treatment processes, residuals processing, and associated facilities.

*Examples of Duties*

* Manages the planning, design, and construction efforts needed to comply with PFAS regulations and other source water supply and treatment initiatives by:
* Leading teams consisting of engineering consultants, contractors, and Fairfax Water stakeholders, including plant, electrical and instrumentation, laboratory, and operations staff.
* Managing the pilot study of new treatment processes to comply with PFAS MCL.
* Managing the design and construction phases of new treatment processes and associated facilities through commissioning and project closeout.
* Tracking and evaluating proposed legislation and regulations to inform stakeholders of impacts to operations and policies and make recommendations to senior management.
* Researching, collecting data, and preparing technical reports relating to design and construction alternatives.
* Ensuring compliance deadlines are met.
* Representing Fairfax Water in relevant industry organizations and committees.
* Responding to customer inquiries and leading community outreach initiatives on behalf of Fairfax Water.

* Performs highly complex work in the engineering project management and design of water supply and treatment facilities by:
* Coordinating the work of engineering consultants, including development of scope, negotiation of fees, and reviewing and approving invoices.
* Overseeing the development of plans and specifications.
* Holding design review meetings and coordinating project impacts and schedule with Fairfax Water stakeholders.
* Preparing and reviewing cost estimates, cash flow projections, and Capital Improvement Program budgets.
* Coordinating, tracking, and overseeing efforts to obtain approvals, permits, easements, and agreements with various governmental agencies, property owners, other utilities, etc.
* Developing contract documents and coordinating with Procurement for issuance of invitation for bids, requests for qualifications, and requests for proposals.
* Preparing and reviewing Fairfax Water Board items for projects appropriations, contract awards, and other items requiring Fairfax Water Board authorization.

* Serves as the resident engineer and administers construction contracts for water supply and treatment facilities by:
* Reviewing and approving submittals, shop drawings, construction schedules, and contractor qualifications.
* Conducting preconstruction conferences and progress meetings.
* Reviewing and responding to requests for clarifications.
* Negotiating change proposals, including time extension claims, and preparing change orders for approval.
* Planning and coordinating outages and maintenance of plant operations with contractors, Fairfax Water staff, and other utilities.
* Overseeing construction quality assurance and quality control.
* Reviewing contractor invoices and processing payments.
* Overseeing contractor close-out documentation at project completion.
* Overseeing preparation of as-built documentation.

* Performs other duties as assigned or required.

*Typical Qualifications*

* Graduation from a four-year college or university with a Bachelor of Science in Civil or Environmental Engineering, or related field, and a minimum of eight years of progressively responsible professional experience in project/program management, engineering, or construction of water supply and treatment facilities, or any equivalent combination of education and experience.
* Licensed as a Professional Engineer by the Commonwealth of Virginia or ability to obtain same by reciprocity within six months from date of employment.
* Practical knowledge of water sector regulations and legislative affairs, including a thorough understanding of the Safe Drinking Water Act, Clean Water Act, CERCLA, and other laws related to PFAS regulation.
* Practical knowledge of the principles and practices of civil and environmental engineering relating to the design of water supply and treatment facilities.
* Experience in contract administration and construction management. General knowledge of alternative or collaborative delivery methods is preferred.
* Strong organizational and analytical skills.
* Experience developing and implementing multidisciplinary programs, preparing technical reports, writing policies and procedures, and compiling and analyzing data.
* Excellent verbal and written communication skills (interactions with public agencies, organizations, and contractors required) and ability to present information to senior management.
* Knowledge of AutoCAD and ArcGIS is preferred.
* Ability to maintain courteous and effective public relations.
* Possession of a valid driver's license and good driving record.
* Must pass a controlled substance (drug) test for employment.
