Job Summary

This position develops and manages special projects and programs with a specific focus on publicly funded health care programs, including Medicaid, CHIP, the DC Health Care Alliance and the D.C. Health Insurance Exchange. Coordinates and collaborates on projects related to health information technology as it relates to Medicaid and the health insurance exchange.

Duties and Responsibilities

Establishes and maintains relationships with internal and external partners and key stakeholders throughout the development and implementation of special projects; performs independent research and analysis of the medical, demographic, legal, ethical, political and financial components of relevant issues and makes recommendations based on research findings; and researches public and private sector health care issues at the national, state and local levels to ensure that the agency is informed of best practice standards, innovations and trends in health care programs, delivery systems or insurance plans for persons who are low-income, have chronic and/or disabling conditions, are uninsured or underinsured.

Develops and coordinates policy collaborations with other District service delivery agencies to accomplish health system reforms intended to improve the delivery of services to vulnerable populations and, where possible, leverage the use of local dollars with federal matching funds; identifies, facilitates and provides support to new processes to accomplish the Integration of Medicaid and CHIP eligibility and enrollment into the DC Health Care Exchange; establishes anticipated requirements for completion of work plans; and establishes project deadlines and program priorities and manages processes to achieve project completion.

Qualifications and Education

Specialized Experience - Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicableIf the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
