JOB SUMMARY

Responsible for developing and implementing programs, initiatives, events, and training in support of AACPS's goals and strategic plan. This position independently performs Human Resources related duties at the professional level. Additionally, may carry out responsibilities in some or all of the following functional areas: recruiting, applicant screening, training, employment, workforce diversity, and may carry out responsibilities in other areas within the division. Annual leave limited during specified timeframes.

ESSENTIAL DUTIES/RESPONSIBILITIES

* Coordinates, attends, and participates in recruitment events, trips, presentations,and other outreach to prospective applicants, assisting their successful navigation through the hiring process.
* Screens candidates using online applicant tracking system. Determines applicant's readiness for hire. Performs necessary hiring tasks for selected candidates. Checks applicant references, makes job offers, and initiates required data entry and paperwork to activate employment of new hires.
* Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations. Interprets personnel policies, regulations, and negotiated agreements and advises administrators and employees accordingly.
* Calculates salaries for new hires, and current employee: promotions, acting roles, demotions, and transfers per policies, regulations, and negotiated agreements. Completes paperwork for the data entry of current employee salary changes. Review transcripts of support staff employees that have achieved college credits that can impact their salary per the negotiated agreement. .
* Works with school principals, administrators, and supervisors to meet staffing needs; determines availability and location of positions, and resolves problems.
* Manages placement process as well as excessing process for support staff employees per the appropriate negotiated agreement. Coordinates excessing meetings and notifies impacted staff of process.
* Utilizes automated applicant tracking system to track employment applications, develop reports, conduct analysis, write analytical reports, and make appropriate recommendations.
* Participates and assists with new hire orientation, assisting with preparation of new hire packets, welcome packets, and responding to new hire questions regarding Human Resources and employment at AACPS. Enters transactional data into the Human Resource Information System (HRIS).
* Assists with preparation of cases for unemployment hearings and represents AACPS, as needed. Completes required reports and other records/forms as assigned.
* Provides instruction and procedural information to schools and offices on the proper completion of Selection to Fill Vacancy forms.
* Performs other related duties as assigned within the same classification or lower.

Education

* Bachelor's Degree in Business Administration, Human Resources or related field of education from a regionally accredited college or university required;
* Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the applicant to successfully perform the duties of the position.

Experience

* Four (4) years successful experience in human resources, preferably with professional recruiting experience required;
* Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the applicant to successfully perform the duties of the position.

* Knowledge of and experience in effective human resources practices.
* Knowledge of proper and effective interviewing techniques and the ability to assess the qualifications and suitability of applicants to meet staffing needs.
* Knowledge of and experience with automated Human Resources Information Systems and electronic applicant tracking system.
* Knowledge of federal and/or state legislation/regulations as pertains to areas of responsibility.
* Excellent project management skills and ability to successfully manage multiple tasks simultaneously.
* Excellent organizational, analytical, and planning skills as demonstrated by previous work experience. Results-oriented and ability to make data-driven decisions.

Licenses and Certifications

Employee must retain active licenses, certifications, and enrollment as a condition of employment.

* Hold or be eligible for Professional in Human Resources (PHR) issued by HR Certification Institute (HRCI) preferred; or
* Hold or be eligible for SHRM Certified Professional (SHRM-CP) issued by Society for Human Resource Management (SHRM) preferred.
* Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
* Daily access to reliable transportation.

* Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
