Definition of Class

* This is a professional position responsible for the maintenance and review of complex fiscal records. This position calls for the ability to apply professional accounting principles and standards per the Erie County Court of Common Pleas, the Erie County Office of Finance, the Pennsylvania Commission on Crime and Delinquency and the Pennsylvania Board of Probation and Parole.

Duties & Responsibilities

* Performs a variety of accounting functions including (but not limited to): submission of the department's annual county budget and monitoring levels of spending during the calendar year. Controls budget transfers. Assists in the preparation of county ordinances and resolutions as they pertain to the department. Responsible for the department's payroll, recording and monitoring staff's vacation, sick and personal time. Responsible for the maintenance of confidential staff personnel files, i.e. -- paperwork related to promotions, leaves of absence, disciplinary actions, etc. Responsible for developing and implementing accounting standards and reports as they apply to grant funds and the department's annual budget. Monitors payables for submission for payment. Reviews all expenditures, reimbursements, travel requests, and related actions.

Knowledge, Skills, & Abilities

* General knowledge of the principles, methods and practices of professional accounting. Heavy emphasis on grant reporting; preparing and monitoring the department budget. Thorough knowledge of the department's operating policies and procedures. Ability to prepare complete and accurate reports and statements of a complex nature. Ability to perform detailed work involving written and/or numerical data and to make mathematical calculations accurately. Ability to establish effective working relationships with fellow employees, the Court, State and County officials and the general public.

Minimum Requirements

* Bachelor's Degree in Finance, Accounting or related field
