Supervises and directs the maintenance, restoration and construction of roadway signage, lane striping, litter control, and related public infrastructure, i.e., maintains the pavement management database.

EXAMPLES OF WORK

* Supervises and manages staff to include assignment, scheduling, interviewing/hiring, training and development, and discipline.
* Performs skilled work in the layout, fabrication, application and maintenance of traffic control lines/markings, traffic signs, barriers, guardrails, and raised and recessed pavement markers.
* Fabricates, installs, maintains and repairs all types of signs, steel and wooden traffic barricades and guardrails, to include measurement, marking, drilling and driving poles into the ground.
* Operates county vehicles.
* Assists in the planning, coordination, construction, and maintenance activities for bridges, ditches, sea walls, dune walks, boat docks, culverts, and similar sites.
* Coordinates and dispatches work orders.
* Ensures availability of equipment, coordinates materials and allocation of manpower, supervises the sequencing of work orders and assigns tasks to crews.
* Inspects work performed; ensures equipment is properly maintained and used.
* Performs report and record maintenance duties (i.e., staff evaluations, vehicle maintenance records and service records, equipment specifications).
* Consults with management staff.
* Responds to public concerns and inquiries, providing information, resolution or referral.
* Assists with budget preparations.
* Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience: High school diploma or GED; supplemented by a minimum of four (4) years progressively responsible experience in road or bridge construction, two (2) years of which shall be acquired in a supervisory or lead capacity; or an equivalent combination of education, training and experience. Requires knowledge of layout of roadways for striping, and the ability to read/interpret plans and DOT specifications. Requires experience with data entry and report analysis for work orders. Experience with Windows Operating Systems and Microsoft Office is required. Requires successful completion of Manual on Uniform Traffic Control Devices (MUTCD) training within one (1) year of hire.

Licenses and/or Certifications: Requires a valid Class "B" commercial driver license (or the ability to obtain within 1 year of hire) with "N" endorsement for tanker. Requires International Municipal Sign Association (IMSA) Signs & Pavement Markings Technician Level 1 certification within one (1) year of hire. Requires Intermediate Temporary Traffic Control (TTC) certification within one (1) year of hire.

OTHER REQUIREMENTS

Physical Requirements: Must be able to operate a variety of hand held and electrical equipment and tools, and light to medium duty construction equipment. Requires the ability to exert 50 to 100 pounds of force occasionally, or 20 to 50 pounds frequently, or 10 to 20 pounds constantly to lift, carry, push, pull or otherwise move objects. Must be able to traverse irregular, uneven, and/or erratically moving surfaces frequently and remain on feet for extended periods of time. Requires the ability to work for sustained periods of exposure to outside atmospheric conditions. Physical demands are in excess of those for sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude: Requires the ability to add, subtract, multiply and divide; calculate decimals and percentages; determine discount, ration and proportion, profit and loss.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with emergencies or tight deadlines. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
