Overview

The overall objective of the Hazardous Materials & Waste Professional is to provide secure, compliant and efficient leadership in materials and waste management. This position serves as a technical expert assigned internally within the division or deployed to serve research/operations directorates in the management of materials (chemicals, biological materials, radioactive materials, etc.) and wastes at the Laboratory.

Lifecycle management of materials and waste is deployed at the Laboratory. This management style is from start to finish including providing technical expertise to staff and management during planning, procurement, inventory management, use, internal and external transfers, and disposition. Additionally, this position is responsible for providing oversight to ensure facility and project compliance with statutes, regulations, and policies. Initiatives this position supports (e.g., lab level improvements; facility transition activities; special case waste disposal) will have major impacts on the Laboratory and will be critical to the successful implementation of the Laboratory's Operating Model. Senior and/or principal staff holding this position may serve as a Task manager (e.g., field lead, transportation Subject Matter Expert (SME), hazardous waste SME) providing technical leadership to maintain Laboratory program and implementation compliance.

Responsibilities

Materials and Waste Management

* Manage waste storage areas (90-day, SAA, radioactive) proactively, independently, and compliantly.
* Be cognizant of chemical, biological and radioactive material inventories, customer needs, and all business and operations systems/requirements, including the understanding of facility operating boundaries and managing these inventories within acceptable limits.
* Track, monitor, reconcile, and report inventory status and trends with recommendations for action including performance metrics management.
* Coordinate materials acquisition, unwanted inventory disposition, including transfer/sharing.
* Serve as the material balance area custodian for nuclear material inventories.
* The individual must work closely with other Hazardous Materials & Waste Professionals and research staff while implementing operational and technical programs under the scope of the hazardous materials and waste lifecycle.

Property Management

* Identify, tag and track inventory status of PNNL personal property.
* Coordinate annual Wall-to-Wall asset inventory to effectively manage property.

Qualifications

Minimum Qualifications:

* BS/BA and 5 years of relevant experience -OR-
* MS/MA or higher and 3 years of relevant experience

Preferred Qualifications:

* Experienced and well-rounded with proven track record in Hazardous waste designation and management.
* Experience in Hazardous materials transportation, waste profiling, chemical and radioactive material hazards, hazardous material emergency response, chemical inventory management, environmental compliance, and recycling.

Hazardous Working Conditions/Environment

* Will require hands-on work with chemicals, radioactive materials, samples, biological materials, and nanomaterials.
* Donning various protective clothing and equipment including chemical and radiological protective clothing and respiratory protection may be required.
* Handling of materials in fumehood and/or glovebox.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
