This position is located in Office of the Comptroller, in the Space Management Branch Division.

The purpose of this position is to supervise all branch program activities and serves and the most senior bureau expert and focal point regarding all space management and leasing related policies, procedures, regulations, and guidance for the NPS.The major duties of the Space Management Specialist position include, but are not limited to, the following:

* Performs the full range of administrative and technical supervisory duties, to include: establishing long range plans and goals; assignment, distribution, and management of workloads; providing advice and instruction to work and administrative matters; recommending appointments, promotions, or assignments for positions; making or approving selections for subordinate positions; addressing grievances and complaints; and establishing and maintaining training plans.
* Responsible for managing and overseeing the planning of the effective and economical use of National Park Service space nationwide to include conducting studies, analyzing existing space inventory, performing cost/benefit analyses, reconfiguring existing spaces, and recommending innovative actions or methods to improve operating policies and procedures in the management and control of Government-owned and leased buildings.
* Serves as a warranted Leasing Contract Officer, performing community market surveys and comprehensive canvasses of cities and towns to determine potential locations for leased space. Additionally, develops solicitations for offers, negotiates offers, prepares amendments, renewals, notices of cancelation, and supplemental agreements for leases of a very complex nature.
* Responsible for reviewing and evaluating a wide array of statutes, regulations, Executive Orders, Governmental bulleting's, and Departmental policies to ensure National Park Service maintains compliance with applicable requirements and standards. Additionally, serves as a liaison between the National Park Service, Department of Interior Bureaus, and other Government agencies to stay current on policies, align common interest, and promote timely action on related activities.

Credit will be given for all appropriate qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for the Space Management Specialist position at the GS-14 grade, you must meet the following minimum qualifications by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) developing long-range multi-year plans and managing multiple space and real property development projects at varying stages; (2) providing expert guidance on the utilization and design of space and real property;

(3) determining space requirements for a large organization; (4) directing the acquisition, design, renovation, repair, construction, relocation and management of space and facilities; (5) organizing and maintaining space assignment records and floor plans for an office and providing key officials with feedback regarding office layouts, office work floor and organization relationships; and (6) ensuring that existing space and future projects are in compliance with specific federal regulations, fire, life safety, and employees with disabilities requirements.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
