Job Summary

HSE Facilitator, Contractor Safety reports directly to the Health & Safety Superintendent.

This is a highly visible position requiring significant interaction with all levels of the facility organization, external stakeholders and headquarters to influence safety culture.

Under general supervision, this position demands a proactive approach and is responsible for developing, managing and implementing programs and initiatives to continuously improve FLNG safety & health culture, performance and compliance.

Location/Travel Information

This position is based at the Quintana Terminal with frequent travel to off-site locations as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.

Duties/Responsibilities

As a Contractor Safety Coordinator candidate, it is expected he/she will develop procedures, programs and manage the company's contract safety program with vendors, suppliers and other external parties. Coordinate, and or, facilitate site specific training with reciprocal safety councils. Support Freeport LNG's Contract Administration efforts and the overall process of evaluating and acquiring contractors. Foster an environment for continuous improvement.

Key Responsibilities:

* Continuously improve contractor safety performance
* Manage the ISNetworld database
* Manage the National Compliance Management Service (NCMS) software.
* Monitor contractor companies for compliance.
* Establish contractor Pre-Qualification / Re-Qualification requirements
* Establish contractor orientation, training and qualification
* Establish safety requirements for nested contractors

As an HSE Facilitator candidate, he/she will provide HSE leadership, direction and governance for a number of HSE programs including Safety Culture, Training, Awareness and Communication. The ideal candidate will have strong communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels of the organization.

Key Responsibilities:

* Lead the implementation and maintenance of the site Safety Culture & Engagement program through workforce training and proactive coaching.
* Lead the Site Safety Culture & Engagement Steering Team
* Manage the delivery of the Site Safety Culture Measurement Program
* Develop and implement an HSE Awareness/Engagement Plan
* Work closely with the leadership team to effectively cascade HSE messaging
* Develop and execute effective internal HSE communication initiatives
* Plan, coordinate, and execute HSE engagement events
* Liaise with HQ colleagues

Other responsibilities may include, but not be limited to, support coordinating regulatory inspections, performing regulatory audits, inspections & tasks, general support of the Process Safety Management Team, providing technical advice to operations/maintenance, conducting training, assisting in the preparation of presentations and technical reports, as well as interpretation of data.

Essential Functions

* Participate in the organization's continuous process improvement projects.
* Provide support to and/or work directly with:
* Safety Superintendent & Emergency Response Superintendent
* Health & Safety Specialist(s)
* Safety Supervisor(s)
* Process Safety Engineer(s)
* Acts as an active coach to all levels in the organization to ensure Freeport LNG behaviors and culture are consistent with our journey to Zero incidents
* Conduct safety training sessions as necessary; schedule & facilitate sessions with internal and external instructors
* Attend training and seminars (Continuous Education) necessary to maintain proficiency in skills and knowledge
* Support incident investigations in determining root causes and drive corrective actions
* Plan and lead safety workshops to guarantee all employees fully understand safety procedures and process safety requirements they are required to follow
* Be an active member, in good standing, of the Emergency Response Team

Minimum Qualification/Work Experience

Minimum Education Required: AAS in Health, Safety & Environmental, or technical field.

Minimum Experience Required: 10+ years direct health & safety facilitation, contractor coordination experience in an industrial environment.

Preferred Education: B.S. or advanced degree preference in Health, Safety & Environmental, or technical field, such as engineering, biology, or chemistry. CSP Certification preferred.

Preferred Experience: 7+ years' related experience in an LNG, NGL or Industrial plant facility.

Required Knowledge/Skills/Abilities

* Experience safety communications, risk management and awareness, safety culture
* Familiarity with communication tools and platforms
* Demonstrated strong communication and interpersonal skills
* Excellent written and verbal communication skills, with the ability to translate complex information into clear and concise messages
* High attention to detail and accuracy in all aspects of work
* Proficiency in conducting safety audits, inspections, and evaluations of contractor performance
* Strong leadership skills to influence and motivate contractors to prioritize safety, leading by example, and demonstrating safety excellence
* Ability to resolve conflicts and address safety concerns effectively
* Understanding the business - results driven; priority setting

HSE Roles and Responsibilities

Support the policies, efforts, and programs of Freeport LNG Occupational Health & Safety Management System. Actively participate in the OHS&S Management System Policies. Ensure that OHS&S concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.

Working Conditions and Physical Expectations

Work Environment

* Must be able to wear all necessary PPE equipment to perform job functions. This may include, but not be limited to, the appropriate emergency response gear to be able to efficiently respond to an emergency situation
* Operates in an industrial plant environment
* Exposure to indoor and outdoor weather conditions
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid or windy weather conditions
* Exposure to moving mechanical parts and electrical circuits
* Exposure to constant, or intermittent sounds of a pitch level sufficient to cause marked distraction
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios

* Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle and move items weighing up to 50 lbs. without assistance
* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus
* While performing the duties of this role, the incumbent will be required to talk and hear
* May be required to enter confined spaces
* May be required to work at elevated heights
* Ability to successfully pass all portions of an annual ERT physical

* Either possess a current Transportation Worker Identification Card (TWIC), or be eligible to obtain a TWIC before the first day of employment
