Job Summary

This position requires specialized knowledge in US environmental regulations, specifically National Pollutant Discharge Elimination System ("NPDES") permit requirements and their practical application to offshore rigs. This position coordinates with Operational Integrity and HSE, and Operations in the Gulf of Mexico. Primary responsibilities include compliance with United States environmental regulations including the NPDES permit by: (I) Serving as Transocean's United States environmental expert; (II) Ensuring compliance with the NPDES Gulf of Mexico Permit ("Permit") including all technical aspects of the Permit and create monitoring system to demonstrate compliance; (III) Supporting compliance with all applicable United States environmental regulations and initiatives; (IV) Responsible for maintaining, updating, and assessing the understanding of Transocean's Environmental Management System ("EMS"); (V) Reviewing various assurance and feedback processes along with incident reports to assess potential environmental risks and the efficacy of the EMS along with providing recommend remedial actions; (VI) Support the HSE group with environmental audits and related investigations.

Job Description

Key Roles and Responsibilities:

* Ensure compliance with the NPDES Permit by: (I) Acting as Transocean's subject matter expert on Permit compliance by providing expert advice, guidance, and training to onshore and offshore personnel; (II) Identify and implement improvements to Transocean's environmental management system; (III) Interpret and communicate changes to Permit requirements and the impact on Transocean's Operations and the Environmental Management System; (IV) File reports in the EPA's portal within 24 hours of Transocean becoming aware of any unanticipated bypasses or upset which exceeds any effluent limitation in the Permit including ensuring that the appropriate tests and remedial actions have been performed and are accurately reflected in the 24-hour portal; (V) Create monitoring system to ensure effluents and discharges are within permitted limits including reviewing daily rig data entered into Transocean's GMS system; (VI) Oversee the environmental administrator's monitoring of rig moves to ensure accurate and timely filing of Electronic Notices of Intent ("eNOIs) and Notices of Termination ("eNOTs"); (VII) Oversee the environmental administrator to ensure timely filing of Discharge Monitoring Reports, the yearly colling water intake structure report and ensure Transocean systems accurately reflect data reported on both; (VIII) work in concert with the legal department (Sr Manager, Operations Compliance) to address potential matters related to the Consent Decree.


* Oversee compliance with applicable United States environmental regulations impacting Transocean's U.S. operations (onshore and offshore) such as the NPDES Permit, waste management, emissions reporting, etc. It includes training and coaching of personnel on compliance with the technical aspects of the NPDES Permit and other similar U.S. environmental regulations.


* Identify gaps and improvement in the environmental management system and coordinate the development, modification, and implementation of Transocean's environmental initiatives, programs, and processes to support the environmental management system.


* Participate in pertinent industry groups, forums, and committees relating to environmental management. Assess impact of discussions, standards, bulletins, and recommended practices by such industry groups and create or coordinate updates to the environmental management system as appropriate.


* Maintain knowledge and understanding of US environmental regulations affecting Transocean's operations.


* Review the output of various internal assurance and feedback processes (audits, management system feedback) along with environmental incident reports to assess the effectiveness of Transocean's environmental management system and potential risks to Transocean. Provide support and guidance on remedial actions to prevent repeat events.


* Review environmental performance data in Transocean's system to analyze results and potential trends. Communicate the analysis results to the operations team with recommendations to address the trends, where required.


* Support the HSE group on other HSE matters e.g., environmental audits, incident investigations related to environmental matters and other areas as assigned.



Education:

* Bachelor's Degree - Safety, Environmental or other relevant subjects

Experience:

* 5+ years of HSE experience with NPDES Specialization, including 3+ years in the offshore industry. Preferred: 7 plus years of HSE experience.

Skills:

* Proficient in US environmental regulations with specific expertise in US NPDES permit compliance in an offshore environment.
* Experienced in interpretation and implementation of NPDES Permit requirements.
* Participate in and interpret discussions, bulletins, standards, and recommended practices relevant industry associations (e.g., IADC, API, etc.).
* Very good verbal and written communications regarding environmental compliance systems.
* Possess very good interpersonal skills in support of HSE and Operations.
* Experienced in incident investigation and reporting.
* Excellent organizational skills and ability to work unsupervised.
* Detail orientated and able to produce good quality, accurate work.
* Requires time management, workload prioritization, critical thinking skills.
* Ability to perform under pressure and deliver a quality work product.
* Proficiency in Microsoft applications, with particular focus on Excel, Word, PowerPoint.
