Job Overview: The Montana Mental Health Nursing Care Center is a licensed residential facility for the long-term care and treatment of persons who have mental disorder and who require a level of care not available in the community, but who cannot benefit from the intensive psychiatric treatment available at Montana State Hospital.

This position performs supervisory responsibilities to include development, implementation and evaluation of procedures, education, and quality services for patients and staff; planning, coordination, education, and nursing management of the physical health care issues of patients and emergent physical health care issues of on-duty staff; development, implementation, and evaluation of consultative physical health care; ensuring management of facility safety, security, and maintenance issues.

In the absence of the facility's Director of Nursing Services, this position normally serves as the acting Director of Nursing Services and must be able to address a wide range of issues concerning the operation of the facility.

Major Duties or Responsibilities:

A. Nursing Management 45%

* Creates, monitors, and maintains functional, efficient, and effective nursing policies, procedures, rotations, workflows, and processes which maximizes patient health and wellbeing.
* Utilizes best practices to promote standards of nursing practice and professional development
* Serves as second in command of the Nursing department and serves as acting Director of Nursing as assigned.
* Serves as Nursing Manager as assigned.
* Serves on facility committees and acts as chair or co-chair of Nursing Department committees as assigned.
* Assists with planning, implementation, and evaluation of student nursing clinical rotations in collaboration with Training and Development.
* Participates in professional development activities and continuing educational programs.
* Coordinates with Senior Manager, Training and Development to provide best practices training and continuing education programs for licensed and non-licensed Nursing Department staff.
* Interprets standards of nursing practice to other professional and non-professional staff and facility committees.
* Develops and updates policies and procedures related to all areas of clinical services. Functions as a role model and preceptor for staff nurses within the facility as well as visiting faculty and students.
* Works collaboratively with Quality Improvement Manager to ensure regulatory compliance, including, but not limited to, participation in the development, implementation, and evaluation of quality improvement activities for nursing services provided at the facility.

B. Personnel Management 25%

* Provides nursing support and supervision. May plan and implement staff development programs.
* Oversees direct reports including, but not limited to, providing performance appraisals, hiring, engaging in corrective action, and authorizing continuing education.
* Establishes, assigns, directs, monitors, and balances employee workloads as directed.
* Provides nursing insight to cases needing consultation.
* Ensures dissemination of information through regular staff meetings.

C. Investigation 15%

* Gathers, reviews, and provides information and supports required corrective action plans for the purpose of describing and explaining incidents relative to allegations of patient abuse or neglect.
* Coordinates with the Director of Nursing, Human Resources, and other department heads in assigning, reviewing, and confirming findings of personnel complaints and investigations. Supports all corrective actions and monitoring of improvement activities.

D. Supervises the facility's medication administration process.

* Coordinates Nursing Pharmacy & Therapeutics Sub-committee when indicated.
* Reviews medication administration errors and analyzes data to plan and implement quality improvement strategies.
* Collaborates with LIP's, RN's, LPN's, IT staff and Pharmacy staff in developing improved systems for medication administration.
* Develops and provides training and competency assessments for RN's and LPN's regarding safe practices of medication administration and knowledge of medication effects and side effects.
* Develops, implements, and reviews policies and procedures related to medication administration and safe handling practices.

E. Other Duties as Assigned 5%

* Assists with tasks and assignments provided by executive leadership.
* Participates in senior leadership team activities as directed.
* Provides input and feedback to Facility Administrator / Chief Operations Officer / Social Support Services Director as directed.
* Functions as Director of Nursing as assigned / needed.
* Performs other duties as directed.

Physical and Environmental Demands:

Physical hazards presented are the possibility of injury to self or others due to the unpredictable and sometimes violent behavior of patients. Physical demands involve prolonged periods of standing. Emotional and mental demands can be significant. The employee will routinely work in patient treatment units with a population that has a very high potential for unpredictable and dangerous behavior. The position requires standing, walking, sitting, and typical office functions. Must be able to go to all on-campus patient care units. Must be able to adjust working schedule to ensure coverage as needed.

Knowledge, Skills and Abilities (Behaviors):

Required for the first day of work:

* Thorough knowledge of current concepts, theories, and principles of psychiatric, medical, and infection control nursing; therapeutic communication techniques, psycho-educational methods, and materials.
* Knowledge of personnel management and supervision.
* Knowledge of current practices of medications and treatment modalities used to treat mental illnesses and physical health issues.
* Knowledge of Montana's public mental health system and laws, regulations, and standards which govern nursing practice and infection control.
* Requires nursing skills in assessment, diagnosis, planning, provision, and evaluation of physical health management and therapeutic psychiatric interventions.
* Skill in the use of the basic instruments and equipment of the nursing profession.
* Excellent written and verbal communication skills.
* Intermediate to advanced computer skills and in the use of Word, Excel, and the Internet.
