Under general supervision, performs fiscal control and governmental accounting work in a City Department. Work involves overseeing disbursement and accounting of federal, state and local funds. Employee is responsible for preparation of associated accounting reports. Employee must exercise independent judgment and initiative.

* Receives payments and prepares/maintains deposits and receipts (analyzing all deposits from sites to verify that registrations, receipts & payments reconcile with deposits).
* Posts and balances of general ledger accounts and revenue (post all payment vouchers and deposits and balance to PCI spreadsheet, fix any discrepancies with memo to finance or treasurer's office).
* Maintains, prepares, and updates various financial reports, transmittals, or records.
* Records transactions in journals, ledgers and special forms; prepares monthly reports on activities of the general ledger, budget, revenues, and expenditures.
* Prepares and posts adjusting journal entries; posts transfers and appropriations; balances each fund in the general ledger and balances general ledger cash to Treasurer's cash for the month; prints monthly and yearly reports.
* Assists outside agencies in completion of an annual audit as needed.
* Assists with records retention per Library o Virginia.
* Maintains in-house records filing system.
* Reconciles bank statements.
* Performs other related duties as required.

Associate's Degree in bookkeeping or accounting, and 3 to 5 years of experience in accounting clerical work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Requires valid driver's license.

* Knowledge of the application of established bookkeeping and accounting principles and techniques to governmental accounting transactions. Has considerable knowledge of arithmetic.
* Knowledge of state and local fiscal regulations, policies and procedures.
* Knowledge of terminology used within the department.
* Knowledge of office accounting methods and procedures.
* Ability to use a variety of popular office machines, including a computer terminal, calculator and facsimile machine. Is able to organize and effectively process and maintain financial records and files, and prepare reports from them.
* Ability to analyze and record information and to balance figures. Is able to understand or apply laws, regulations and policies to the maintenance of financial records.
* Ability to verify documents and forms for accuracy and completeness.
* Ability to understand and follow oral and written instructions.
* Ability to type accurately at a moderate rate of speed.
* Ability to exercise independent judgment, discretion and initiative in completing assignments and in dealing with other employees and the general public.
* Ability to establish and maintain effective working relationships with other employees and the general public.
* Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
* Ability of speaking and/or signaling people to convey or exchange information.Includes receiving instructions, assignments and/or directions from supervisors.
* Ability to read invoices, payroll records, travel expense reports, advance requests, vendors statements, accounting journals, etc.Requires the ability to prepare checks, unpaid voucher reports, check register, vendor master lists, encumbrance reports, chart of accounts, budget summaries, invoice disbursements, etc., using proper format.
* Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.
* Ability to record and deliver information, to explain procedures, to follow oral and written instructions.Must be able to understand government accounting terminology.
* Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.
* Ability to inspect items for proper length, width and shape.
