POSITION OPEN UNTIL FILLED

Under limited direction, the Water Distribution Supervisor II supervises, manages, and oversees the installation, modification, maintenance, and repair of public utility structures including water and reclaimed water, field operations, and warehouse. Enforces city policies, procedures, and codes, provides training, ensures certification, and monitors licensing.

 

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

* Supervising, managing, and providing high level guidance for the maintenance and repair of the water distribution system, meter shop, field operations, customer service, and general operations.


* Plans work and jobs, schedules daily work and inspections; reviews time keeping and general payroll reports; places jobs on calendar to ensure appropriate staffing and supervision, orders materials, and communicates with contractors and other utilities companies regarding various work done on commercial and residential properties.


* Supervises and manages all employee selection, hiring, and training; oversees performance evaluations, initiates and documents disciplinary actions, provides counseling and personnel development and training.


* Performs job site visits to inspect and evaluate the installation of water meters, backflow preventers, fire hydrants, and valves; ensures proper methods are followed and safety measures taken; provides guidance, direction, and specialized knowledge.


* Monitors safety protocols and evaluates staff adherence to all safety and hazard regulations; ensures proper uniforms are worn, spills reported, and materials are accurately tracked.


* Provides various public outreach including training, school visits, conferences, and other engagements; provides insight and expertise on water distribution and handles various customer service complaints and concerns.


* Solicits, reviews, and evaluates bids; prepares purchase requisitions and researches specific or specialized products; oversees and supervises the selection of various vendors and contractors for specialized work and products.


* Participates in meetings and maintains strong communication regarding activities and progress of City projects.


* Performs standby duty for after-hour responses; assists department in the event of an emergency and may be required to work odd or altered hours.


* Performs other duties as assigned.

Licenses, Certifications, and Equipment:

A valid State driver's license is required.

Florida Department of Environmental Protection Water Distribution Operator Level 1 is required.

Forklift License is required.

 Possession and maintenance of Class A CDL within 1 year of hire date

Education and Experience:

High School Diploma, High School Equivalency Diploma or G.E.D Certificate AND five (5) years of skilled experience in varied construction/installation and maintenance activities associated with water distribution, including at least three (3) years supervisory experience; OR an equivalent combination of education, training, and experience may be considered.

Knowledge of - 

* Water materials, method, procedures, and equipment used in the installation, maintenance, and repair of mains and service lines


* Basic principles of civil engineering relating to water line construction


* Methods, materials, equipment, principles, and practices used in the operation of potable and reclaimed water supply and treatment facilities or sewer system


* Training and supervising operators


* Water and distribution systems; reclaim, sewer, and storm water


* Occupational hazards


* First aid and other safety training


* Hazards and safety precautions connected with the water and sewer system


* Equipment maintenance practices and methods



 

Skill in -

* Operating equipment common to waterworks distribution and sanitary construction


* Supervising, training, coordinating, and leading other operators and operations


* Delivering performance evaluations, training, and other personnel activities


* Making time, material, and cost estimates; purchasing and procuring materials


* Inspecting work and job site operations


* Interpreting, and applying various regulations and cod
