SECTOR: This program provides occupational training, workforce preparation, and support services, along with job development, placement and follow-up for adults (18+) impacted by the justice system and offers housing as a supportive service. Current COVID-19 vaccination is required for employment in this program.
The Housing Re-Entry Specialist is responsible for the job searching and placements of Housing Program participants, as well as support in the day-to-day operation of the physical House. In addition, this position establishes and maintains working relationships with other housing service organizations, employers, community colleges, vocational training programs, WorkSource Centers, YouthSource Centers, industry organizations, unions, and other organizations to source job openings and secure employment opportunities for our participants. This position also provides individual and group support for participants looking for jobs and/or helping them with re-employment. The re-entry specialist will also work with participants to help them secure post-secondary education placement.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Possesses at least entry-level knowledge of the role and duties of the position; understands the department’s roles and is able to meet the expectations of the position for work schedule, punctuality, attendance, time management, productivity, and quality of work.
  • Operates as a reliable, flexible team player who works well with minimal supervision; has a good work ethic; is able to work effectively with team members demonstrating creativity, initiative, adaptability, and the ability to accept accountability and critical feedback. Is receptive to learning and responsive to supervision. Follows established procedures and is able to contribute to their improvement with a solution-oriented approach. Willing to take direction and learn from others.
  • Possesses the technical and software skills to perform the duties of the position (including Google Suite and/or Microsoft Office).
  • Possesses the interpersonal skills needed to promote a safe, positive, and inclusive professional work environment conducive to effective service delivery; communicates effectively both orally and in writing.
  • Demonstrates cultural competence/cultural humility in community relations and service delivery.
  • Is sensitive to community, cultural and personal dignity of program participants and is able to successfully engage, assess, and plan services for participants typical of the program’s target population. Recognizes appropriate boundaries and limitations on interactions with program participants and their families and the need to maintain professional standards and practices. Is familiar with standard approaches to accurate participant record keeping, including timely charting, notation formats, content limitations, and confidentiality practices.
  • Possesses knowledge of programs, regulations, and procedures regarding human services, social services, justice, and workforce development.
  • Possesses knowledge of workforce development approaches, resources, best practices, and tools 
  • Possesses knowledge of high-growth industries, and contacts with employers.
  • Be willing to work flexible hours for on-call support, crisis response, after business hours and on weekend work when necessary.

DUTIES & RESPONSIBILITIES:
  • Attends and participates in all mandatory meetings.
  • Fosters positive relationships with community members and partner organizations.
  • Participate in cultural and community-building activities/events.
  • Works to incorporate into organizational culture best practices for diversity, equity, inclusion, restorative justice, and trauma-informed care.
  • Performs outreach and marketing duties to recruit participants and educate the community on ACE Services.
  • Carries out intake and eligibility determinations and makes appropriate referrals when the applicant is not eligible for ACE services; conducts participant assessments leading to enrollment; completes and updates participant service plans.
  • Arrange and participate in participants’ family meetings, service meetings, team meetings, etc., and coordinate wrap-around services with other providers; provide transportation of participants to meet program goals.
  • Organizes, coordinates, prepares and delivers skills-based workshops for participants.
  • Enters data into participant databases; assists in the writing of periodic program reports.
  • Assists and works closely with the SECTOR Team in developing and maintaining employer and information resources.
  • Responsible for coordinating monthly legal services partner workshops for the community.
  • Must conduct outreach and recruitment strategies to gauge targeted populations which can include but are not limited to (Transitional housing, Probation/Parole, Resource Fairs, and other reentry-based organizations.
  • Identify, develop, and maintain excellent working relationships with employers both in the construction industry and others, including union apprenticeship programs, hotels, retailers, utilities, municipal employers, temp placement agencies, etc.
  • Provide basic financial coaching to participants during the program and once they obtain employment.
  • Provides one-on-one assistance and/or facilitates workshops to prepare for job readiness by building a resume, mock interviews, developing communication skills, and exploring career pathway options.
  • Maintains a current listing of local job opportunities and disseminates opportunities within the organization.
  • Prepares weekly lesson plans for work readiness curriculum, anger management, life skills, positive decision-making tools.
  • Works with participants to support them in securing employment and post-secondary education placement.
  • Provide referrals to supportive services and track referrals.
  • Work with participants to process supportive service funding, keep track of purchases, and document receipts.
  • Keeps track of participants' and alumni’s jobs and post-secondary placements and develops solutions with them to maintain placements.
  • Supports day-to-day operations of the physical House, including Group Meeting facilitation, Bedroom Checks, Drug Testing, Weekend Pass administration, and more.
  • Support occupancy expectations for current housing contracts in coordination with the Housing ManagerImplements Move-In/Move-Out Process for all Housing Residents.
  • Monitors participants' parole conditions which can include housing, travel, and curfew restrictions.
  • Implements and monitors a housing, career, and financial plan with participants to support their successful transition into permanent housing.
  • Other duties as assigned.

PHYSICAL REQUIREMENTS:
  • Prolonged periods of standing and walking throughout facilities.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 30 pounds at times.
  • Must be able to bend, lift, stretch, climb, and crawl to provide services.

QUALIFICATIONS:
  • Bachelor's Degree in a relevant field or 2 years of workforce development services; or
  • Equivalent combination of training and experience.
  • Spanish language skills, verbal and written preferred.
  • Possess a current California Driver’s License, clean DMV record & adequate auto insurance.
  • Must submit to a Department of Justice Criminal background check.
  • Initial TB employment clearance required.
  • Lived experience of incarceration, close impact, or institutionalization a plus.

The anticipated pay range for candidates who will work in California is $26.44/hr to $28.65/hr. The offered pay to a successful candidate will be dependent on several factors that may include but are not limited to years of experience within the job, years of experience within the required industry, education, etc.
