SUMMARY:
The Vincentian Properties Entry Level Planner will be responsible for assisting with planning a wide range of affordable housing projects from start to finish. The Planner will assist in assessing viable development properties for purchase, preparing due diligence reports that provide an overview of planning, land use, transportation, utilities, floodplain and environmental aspects of property, assist in preparing grant requests, coordinate with other professional in the development of site plans and building drawings, assist with the bid process for contractors, and learn aspects of the construction process pertaining to scheduling. The Entry Level Planner candidate must have knowledge of planning and some construction procedures and be able to coordinate with a multidisciplinary team of professionals. The ideal candidate will have an analytical mind and great organizational skills to work with local governments in developing affordable housing to meet the needs of the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (These essential job functions are not to be construed as a complete statement of all duties performed.   • Assists in the day-to-day coordination of Vincentian Properties Multifamily Developments
  • Assists in Preparing/interpreting site plans, and development regulations
  • Researches special planning projects and provides information on planning and development matters
  • Evaluates applications for development approval, assists in preparing technical recommendations
  • Analyzes policies and procedures to identify areas for improvement and streamlining
  • Drafts  reports for submission to the local and State regulatory agencies and local government Planning Boards and decision-making Councils and Commissions. 
  • Provides information and technical assistance relating to land use and development 
  • Works on long range planning in collaboration with Planning team and city/county staff
  • Understands Comprehensive Plans, Future Land Use Maps, Land Development Regulations (LDRs) & Zoning maps
  • Assists with development consistency and compliance to the adopted Comprehensive Plan and LDRs
  • Assists the Planning & Development Manager in reviewing and administering specific  objectives for planning projects and appropriate actions for multifamily development
  • Assists in the development of budgets for operating expenses 
  • Provides work product for the Planning and Development Department
  • Assists with coordination of planning activities performed by private consultants, contractors, and coordinates with local government employees
  • Attends meetings of city/county boards and committees
  • Assists in site plan review, Comprehensive Plan and LDR amendments, field inspections and helps in preparation of planning/development reports
  • Assists in presentations to approving Boards/Councils
  • Compiles statistical data for population, economics, housing, and other topics
  • Reviews building permit applications for consistency with land development regulations (LDRs)
  • Tracks requests for information and submittals via appropriate logs
  • Assists in monitoring active construction sites
  • Collaborate with engineers, architects etc. to determine the specifications of the project
  • Assists in coordinating with consultants and in obtaining necessary building and development permits
  • Assists in obtaining permits and licenses from appropriate authorities
  • Evaluate development progress and prepare progress reports
  • Ensure adherence to all health and safety standards and report issues
  • Attend meetings at the construction sites 
  • Assist in maintaining accurate project documents
  • Assist in the transition of property to asset management
  • Assist in the preparation of closeout packages for projects
  • Collaborate and coordinate  with utility companies and city agencies 
  • Assist in finalizing and updating construction schedules and project status
  • Performs other related job duties as assigned

  • Complies with all applicable training requirements.
  • Complies with all company safety, personnel and operational policies and procedures.
  • Complies with work schedule to ensure effective operations of Agency programs.
  • Contributes positively as a member of a productive and cooperative team.

EDUCATION AND EXPERIENCE: 
  • Minimum Bachelor's degree in Urban Planning, Construction Management, or Architecture preferred.  
  • American Institute of Certified Planners (AICP) certification is desired, not required.
