11th Hour Service is seeking a Senior Advisory Consultant to support a Department of Defense (DoD) client engagement based in the National Capital Region (NCR), 100% remote.
Description:Responsible for developing, documenting, and implementing process development memos, ensuring compliance with A-123 guidelines, and enhancing internal control procedures within the United States Air Force (USAF. General requirements include excellent data analytical skills, a deep understanding of internal controls (i.e., A-123), accounting principles, USSGL requirements, and the ability to perform data analysis to support decision-making and process improvements. Effective communication across various departments is essential.
Responsibilities:
  • Apply accounting principles and ensure adherence to the U.S. Standard General Ledger (USSGL).
  • Assist in the preparation of financial statements and reports.
  • Support financial audits and reviews by providing necessary documentation and explanations.
  • Ensure all processes comply with A-123 Internal Controls standards.
  • Conduct regular audits and assessments to identify compliance gaps.
  • Recommend and implement corrective actions to mitigate risks and strengthen controls.
  • Maintain accurate documentation related to internal control procedures.
  • Develop, document, and maintain process development memos.
  • Analyze existing processes and identify opportunities for improvement.
  • Design and implement new processes that align with A-123 Internal Controls guidelines.
  • Collaborate with stakeholders to ensure process alignment and efficiency.
Mandatory Skills & Qualifications:
  • Bachelor's degree from an accredited institution (business-relevant fields preferred).
  • 5+ years of federal accounting/audit/financial statement experience.
  • Active SECRET Clearance is required.
  • Understanding of MCA asset accounting guidance, USSGL postings, implementation of valuation methods, or audit remediation in MCA areas (ideally OM&S or GE-related).
  • Basic data analysis in Excel or other tools.
  • Basic knowledge of coding languages (preferred, not needed).
  • Organized with the ability to track multiple tasks and strong communication skills.
  • Strong analytical and verbal communication skills to interpret and present analytical data.
  • Awareness of Federal requirements for Financial Statements and Reporting.
