Role Overview:
BDR is seeking an Implementation Manager to join our growing team In this dual role, the Implementation Manager will provide daily support, management, and oversight of multiple simultaneous cloud infrastructure and software development projects for the Defense Health Agency (DHA). Additionally, the Implementation Manager will serve as the Acting Deputy Program Manager, assisting the Program Manager in overseeing the implementation of a health data fabric for the DHA. This includes coordinating project priorities, managing the execution of project plans, and leading project teams to ensure the successful delivery of the health data fabric. This is a remote position to be performed virtually from the individual's home office working on an EST time schedule. This position requires U.S. Citizenship with a Secret Clearance or the ability to obtain one.

Responsibilities:
  • Directly manage and oversee the implementation of the health data fabric, ensuring it meets the DHA's needs and integrates seamlessly with existing infrastructure.
  • Serve as the main liaison between DHA executives, technical and functional project teams, and other stakeholders, ensuring clear communication and alignment on project objectives.
  • Track, analyze, and coordinate multiple cloud infrastructure and data solution development projects using PMI and SAFe (Scaled Agile Framework) methodologies.
  • Analyze IT and business processes to identify risks, define requirements, and propose solutions for improving processes and overall performance.
  • Develop and implement a comprehensive stakeholder management, organization, and communication plan.
  • Ensure that the health data fabric is designed to support data standardization into FHIR-based resources and provide data to downstream consumers, including mobile applications and AI/LLM technologies.
  • Assist the Program Manager in the daily execution of project plans, coordinating priorities across multiple workstreams, and managing the performance of project teams.
  • Oversee project schedules, resource allocation, and deliverables to ensure alignment with program goals and timelines.
  • Collaborate with project stakeholders to identify and mitigate risks, issues, dependencies, and constraints that could impact the successful delivery of the health data fabric.
  • Develop and deliver executive-level reports, briefings, and responses to external data calls and information requests.
  • Act as the primary point of contact in the absence of the Program Manager, ensuring continuity of operations and decision-making.
  • Facilitate executive-level virtual meetings, prepare meeting agendas, capture minutes, and track action items and outcomes.
  • Support the development and maintenance of Standard Operating Procedures (SOPs) and project documentation in compliance with DHA requirements.

Required Minimum Qualifications:
  • Bachelor's degree in Engineering, Computer Science, Information Systems, Business Administration, or a related discipline.
  • 10+ years of experience in project management, software development, or management consulting within a government or healthcare-related field, with a deep understanding of client/customer relations.
  • Proven experience in managing complex projects, particularly within cloud infrastructure and software development for federal agencies.
  • Strong knowledge of Agile development and delivery methodologies, particularly in enterprise-level software implementations.
  • Proficiency in the use of Jira or other Agile reporting and development tools.
  • Excellent verbal and written communication skills, with the ability to communicate with brevity and clarity to both technical and non-technical stakeholders.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and SharePoint.
  • Strong problem-solving and analytical skills, with attention to detail and the ability to manage multiple priorities simultaneously.
  • U.S. Citizenship with an active Secret Clearance or the ability to obtain one.
Desired Skills and Qualifications:
  • SAFe/Agile Certification, PMP, or other relevant certifications.
  • Experience working as a federal contractor or employee, particularly with the Defense Health Agency (DHA).
  • Familiarity with the Authority to Operate (ATO) process and other federal compliance requirements.
  • In-depth knowledge of end-to-end systems, particularly infrastructure systems in a healthcare context.
  • Experience with release management, configuration management, quality control, and performance testing support.
