The Program Manager of the Stepping Stones Program supports the oversight of the housing search and stabilization provided to 80 households participating in the rapid re-housing program for those exiting substance use treatment. The Program Manager supervises five Housing Stabilization Case Managers and a Recovery Coach. This position supports the development of a program that focuses on the connection between housing stability and health outcomes. The Program Manager reports to the Program Director of Housing Search and Stabilization.


Location: Stepping Stones, a program located in South Boston, assists individuals exit substance use treatment and move into housing; the rapid re-housing program provides time-limited rental assistance and support services. Stepping Stones serves as a bridge to obtaining permanent, safe housing, increasing self-sufficiency, and gaining skills which support stability with housing and health.


Essential Functions:

  • Act in accordance with Victory Programs, Inc.’s Standards of Excellence always, including maintaining professional ethics, boundaries and client confidentiality.
  • Adheres to and ensures all policies and procedures of the programs and agency are followed.
  • Adhere to established safety policies, procedures and precautions; enforce agency’s policies and clinical procedures, including safety and crisis procedures.
  • Maintains professional competence necessary to perform job responsibilities; maintains and provides agency with records of continuing education activities.
  • Work collaboratively with the City of Boston Mayor’s Office of Housing and related teams to coordinate referrals, documentation and program enrollments.
  • Ensure that processes for monitoring referrals, enrolling new clients, and completing intakes are followed.
  • Ensure clients receive comprehensive assistance with all phases of housing search, housing stabilization and eviction prevention.
  • Ensure all services are provided within the harm reduction/ trauma informed & housing first frameworks and are easily accessible to clients in need of services, particularly those who are most impacted by social and economic inequality.
  • Work collaboratively with the Landlord Liaison to identify housing opportunities and connect clients with opportunities that meet their needs and preferences.
  • Develop effective working relationships with key partners in this initiative including recovery homes, other substance use treatment facilities, Mayor’s Office of Housing, Coordinated Access System, sober home operators, landlords and property managers.
  • Build a network of connections to affordable housing providers and resources. Seek out and develop connections through research, networking conversations and by attending trainings and meetings.
  • Work in collaboration with the Program Director to hire, train and supervise program staff.
  • Provide direct supervision to a team of full-time staff including housing stabilization case managers and a recovery coach.
  • Monitor caseloads of direct reports to ensure proper case assignment and timely follow-up for all clients in need of advocacy.
  • Ensure proper documentation procedures are maintained including submission of reports, data collection, budget oversight and monitoring, outcome measures and overall maintenance of client records and other paperwork required by the agency and/or funding sources.
  • Attend all required meetings, in-services and professional trainings.
  • Coordinate weekly team meetings to discuss professional and systematic successes and challenges experienced by program staff.
  • Coordinate other meetings as needed.
  • Participate in quality assessment and improvement activities as requested. Use data to maintain and develop the Stepping Stones program.
  • Work closely with the Program Director to develop and monitor program budgets.
  • Contribute to funder requirements including reporting, work plan development, and site visits.
  • Maintain accurate records of program budgets and required data collection.
  • Stay up-to-date on local, state and federal budget and legislative issues related to affordable housing and rapid re-housing requirements.
  • Perform related duties and projects as assigned.

Qualifications:

  • Bachelor’s degree or equivalent experience plus 5 years social service experience in the housing field.
  • 2 years of supervisory experience including recruitment, training and supporting a diverse workforce.
  • Experience in housing, substance use services and case management.
  • Ability to work harmoniously and effectively with colleagues, clients and vendors across the spectrum of diversity, including but not limited to race, ethnicity, color, gender identity, sexual orientation, age, socio-economic status, national origin and immigrant status, religious or spiritual identity, disability (physical, mental, emotional and developmental), veteran status, and/or limited English proficiency.
  • Self-directed, motivated and flexible with the ability to work both independently and as part of a team.
  • Demonstrated competence in service coordination and networking with other human services and health care providers.
  • Familiarity with State and Federal housing programs is strongly preferred.
  • Experience using Microsoft Word, Excel and Goggle suites.
  • Ability to manage multiple tasks and responsibilities; excellent organizational, interpersonal, written and verbal communication skills.
  • Must be CPR certified (may be obtained upon hire)
  • Completed TB screening (may be obtained upon hire)
  • Three work related professional references; at least 2 from manager or supervisor.

Position Type: Full-time (40 hours) Monday-Friday, 9am-5pm. On- site

Rate: $59,920 Annually

These figures adjust based on full time or part time status and allocated vacation time increases with length of employment.
