Position Summary

The Northeast States for Coordinated Air Use Management (NESCAUM) seeks an enthusiastic and motivated environmental professional with leadership skills for a full-time Deputy Director position to help manage NESCAUM’s day-to-day operations and its air quality and climate program work. About NESCAUM

NESCAUM is a nonprofit association of the state air pollution control agencies in the six New England states, New Jersey and New York. NESCAUM provides technical and policy assistance to its members on air pollution, climate, and energy issues of regional concern in the Northeast and represents the states in regional, national and international forums. Ever since its creation in 1967, NESCAUM has been at the leading edge of innovative state air quality and climate initiatives that have lead to clean air and climate progress in the Northeast and nationally. As a core part of its work, NESCAUM conducts air quality, clean technology, and climate policy research in support of state planning efforts and arranges professional trainings for air agency staff. Our close ties and longstanding relationships with state air quality agencies allow NESCAUM to work directly with the states within our region and nationally to advance collective priorities on improving air quality and mitigating climate change.

 

NESCAUM’s activities are governed by a Board of Directors composed of the lead air quality officials in its eight member states. NESCAUM has an annual operating budget of about $4 million with a staff of about twenty.

 

NESCAUM also manages the Ozone Transport Commission (OTC), a multi-state organization created under the Clean Air Act and led by governor or mayor appointees from twelve Northeast and Mid-Atlantic states and the District of Columbia. The OTC is responsible for assessing the degree of interstate ozone pollution transport within the region and recommending to the U.S. Environmental Protection Agency measures that will address its interstate ground-level ozone problem. All NESCAUM staff are also OTC staff.

 

Location

The position is based in downtown Boston, Massachusetts. The NESCAUM office is located near South Station and is easily accessible via public transportation. NESCAUM staff are in the Boston office three days a week. NESCAUM will consider remote candidates, but will give preference to those who can be in-person at Boston’s office three days a week.

 

Responsibilities and Activities

 

  • Reporting to the Executive Director, the Deputy Director oversees the day-to-day operations of NESCAUM’s programs, ensuring their alignment with NESCAUM’s mission, fulfillment of quality goals, and successful delivery of strategic and financial objectives.
  • Providing subject matter expertise to support NESCAUM’s air quality and climate mitigation programs.
  • Ensuring the internal operations of NESCAUM are efficient, effective, and responsive.
  • Partnering with the Executive Director and other members of the NESCAUM staff to develop the organization’s operational objectives.
  • Establishing and implementing best practices, guidelines, and policies for the organization, in coordination with the Executive Director.
  • Supervising administrative staff and their work.
  • Ensuring NESCAUM’s HR policies and procedures remain updated and are implemented efficiently.
  • Acting as a backup to the Executive Director and performing related duties, including assistance in managing the OTC.
  • Overseeing federal grant management and reporting.
  • Representing NESCAUM at meetings with state and federal agencies, the private sector, industry experts, or environmental advocacy organizations; some travel is required.
  • Assisting the Executive Director in planning and organizing meetings of NESCAUM’s Board of Directors and the OTC’s commissioners and directors.

 

Required Qualifications

The ideal candidate will have the personal and professional skills to advance NESCAUM’s objectives, including:

  • An individual with significant professional experience within public, private, or non-profit organizations;
  • A minimum of 5 years of experience managing operations in the public, private, or non-profit sectors;
  • A bachelor’s degree, and ten years relevant work experience, or a graduate degree and five years of work experience;
  • Expertise in one or more areas of NESCAUM’s work, such as climate and air pollution policy, mobile sources, stationary sources, emissions or air quality modeling, or monitoring of air pollutants;
  • Strong oral and written communication skills to explain complex technical and analytical information in a clear and understandable way;
  • Excellent organizational skills and attention to detail;
  • Ability to work both independently and collaboratively;
  • Proven ability to manage multiple tasks and meet deadlines; and
  • Experience in office management, staff management, grant management, and ideally federal grant management.


Salary and Benefits

Salary range is $140,000 to $170,000 depending on relevant experience. NESCAUM has an excellent benefits package, including full health coverage with no employee contribution, dental and vision coverage, retirement plan, life and disability insurance, three weeks paid vacation leave at start, sick leave, parental leave, health club membership, and a T metro pass for the Boston office.
