Manhattan Strategy Group (MSG), a rapidly growing management and social sciences consulting firm based in Bethesda MD, is seeking a Project Director to lead a U.S. Department of Education (ED) Technical Assistance (TA) center focused on the employment of individuals with disabilities. The TA center will focus on supporting state vocational rehabilitation agencies and other grantees of the Rehabilitation Services Agency (RSA) in implementing their grant initiatives for competitive integrated employment of individuals with disabilities. The Project Director will lead project activities and manage a federal contract aimed at assisting the RSA grantees in administering their federal grants and achieving improved employment results for individuals with disabilities.
Candidates will join a dynamic team of consultants working together to deliver best-in-class solutions to our current Federal clients, which include the Departments of Education, Labor, Health and Human Services, Justice, Agriculture, and others. This position will join MSG's Education Group and be responsible for project leadership, supervising project staff and external experts, serving as point of contact with the client, fulfilling all project deliverables within the contract timelines and budget, and participating in business development.
Job Responsibilities/Duties:- Lead and supervise a team in designing and delivering TA to state vocational rehabilitation agencies and other RSA grantees to support their grant administration and project activities leading to measurable impacts in education, training, and employment outcomes for individuals with disabilities.
- Serve as point of contact for communications with the client and be responsible for the quality of all activities and deliverables.
- Identify, recruit, and work effectively with subject matter experts to translate and adapt their expertise into services for a range of audiences.
- Lead and oversee individualized TA on grant planning, benchmarking, reporting, and evaluation.
- Lead and oversee needs assessments to guide the development of relevant and useful TA; provide tailored support responding to grantee needs.
- Lead and oversee consulting, coaching, and training on program policies and practices for improved results, providing expert, evidence-based research, tools, and information.
- Lead and oversee the facilitation of information-sharing among grantees and with the field on best practices, such as through the design and delivery of webinars, communities of practice, and web-based platforms.
- Lead and oversee the planning and organization of conferences, meetings, symposia, and other convenings for Federal, grantee, and stakeholder learning and networking opportunities.
- Lead and oversee the development of TA resources such as papers, reports, manuals, online tutorials, webinars, and resource guides for use by policymakers, program administrators, practitioners, and other stakeholders.
- Support the development of capability statements, proposals, and presentations for potential new projects.
- Bachelor's degree; an advanced degree (e.g., master's or doctorate) in Education, Rehabilitation Counseling, Sociology, Political Science, Economics, Public Policy, or a related field is preferred.
- At least 12 years of experience providing programmatic or policy leadership, or TA to leadership, focusing on the employment of individuals with disabilities; experience providing leadership for a state vocational rehabilitation agency or service vendor preferred.
- Knowledge of vocational rehabilitation policies, practices, stakeholders, models, and initiatives, including those focused on competitive integrated employment.
- Experience developing, administering, or evaluating federal or state workforce disability initiatives.
- Must be knowledgeable about the projects and activities of the U.S. Department of Education in the Federal, State, or local context.
- Experience leading and managing large, complex projects.
- Consulting or contracting experience is preferred.
- Strong supervision and management skills.
- Strong writing, analytical, and research skills.
- Ability to lead and work productively in teams in a fast-paced environment producing quality work.
