Overview

The Director of Engineering will be responsible for managing the Engineering Department at the Bayonne Terminal in New Jersey. The facility is a 13+ million-barrel omni-modal liquid bulk storage and terminaling facility handling petroleum and chemicals in the New York Harbor. The terminal operates across a variety of jurisdictions. The Director will be responsible for the safe, efficient, and compliant execution of all engineering and capital maintenance activities in the Bayonne Terminal in accordance with company policies and local and federal regulatory agencies. The incumbent will directly manage engineers, project managers, contractors, and related staff in the execution of the full spectrum of engineering and capital project execution from planning to close out. The Director will perform duties in direct support of and in partnership with the terminal's leadership staff.

Responsibilities
  • Manage the Engineering Department at the Bayonne Terminal to ensure safe, efficient, and compliant execution of assigned tasks.
  • Participate in IMTT's safety process in order to prevent incidents, injuries, and releases.
  • Manage project development and execution in accordance with company policies and procedures.
  • Develop and manage capital budgets, regularly updating the forecast against targets.
  • Manage terminal assets and ensure the health of those assets are updated and communicated to management regularly.
  • Coordinate all project activities with terminal activity and plan for disruptions well in advance.
  • Prepare and submit reports on projects.
  • Ensure sound functionality of the terminal's computerized maintenance management system and develop key performance indicators to measure effectiveness.
  • Provide estimates for various projects as requested by stakeholders and continuously calculate manpower, resource, and cost requirements of ongoing and future work.
  • Ensure all required documentation, training, and procedures for the facility's assets are maintained and addressed appropriately via your direct involvement or input.
  • Ensure all records, drawings and equipment are identified in a professional and easy to access manner and that document controls are in place and followed.
  • Provide support to the terminal Marketing Department in estimating and engineering new and expanded service offerings.
  • Ensure projects and maintenance activities have front line involvement with respect to concept, scope, and execution.
  • Inspect and audit employees and contractors on the execution of work, compliance with policies, and safety.
  • Adhere to all purchasing and insurance requirements and procedures for all services or materials and ensure employees are trained accordingly.
  • Prepare and manage facility capital budget.
  • Conduct accident/incident investigations, prepare root cause analysis and HAZOP studies where appropriate.
  • Review and recommend modifications and changes in the facility's equipment and/or procedures to achieve environmental and health/safety goals.
  • Manage the terminal's engineering staff daily.
  • Hire and manage the performance of the engineering department personnel, both IMTT employees and contracted staff.
  • Respond to emergencies as needed.
  • Perform any other duties assigned by management.
Qualifications
  • Education and Experience
    • Bachelor's Degree in engineering or engineering related field. MBA a plus.
    • Over 10 years experience leading and managing teams in the terminaling or related industries.
    • Over 5 years of experience working in terminals, particularly engineering and maintenance. Operations experience a plus.
    • Experience managing project, project teams/departments, front line maintenance personnel, and contractors.
    • Experience handling capital budgets on the order of $30-50mm.
    • Experience in the storage terminal or petrochemical industries.
  • Skills and Abilities
    • Strong leadership, management, supervisory and interpersonal skills. The ability to influence across organizational lines is critical.
    • Demonstrated ability to understand business challenges and find compliant solutions working in partnership with management teams.
    • Strong customer service (both internal and external) skills are required to focus resources where they are needed the most.
    • Knowledge of American Petroleum Institute, National Institute of Storage Tank Management, American Society of Mechanical Engineers, and Pipeline and Hazardous Materials Safety Administration guidelines, recommended practices, and regulations are a must.
    • Valid Driver's License
    • TWIC (Transportation Workers Identification Credentials)
    • Excellent math and communications skills
    • Proficient in the use of computers and familiar with most common office software (e.g., Microsoft Word, Excel, PowerPoint)
    • Clear and concise written and verbal communication skills in the English language
    • Ability to understand written and verbal communication in the English language
    • Ability to work in the outside elements
    • Ability to make decisions in a variable environment
    • Ability to communicate with all other terminal departments
  • Hours of Work
    • Typical hours of operation are Monday through Friday 8:00 am to 5:00 pm.
    • This position requires overtime and occasional weekend work as job duties demand.
    • Occasional travel may be necessary up to 25%, sometimes with little or no advance notice.

    • The large scale of the operation and the extensive layout of the facility require that the applicant have the ability to walk and stand on uneven terrain, to climb stairs and ladders, and traverse inclines: uphill, downhill or mixed. Furthermore, because the facility and adjoining facilities handle hazardous materials, the applicant must be able to ingress and egress in foreseeable emergencies. The applicant must be able to work safely without presenting a direct threat to self or others.
    • Must be able to work in a confined space, over water and not be afraid of heights.
    • Ability to wear and use a respirator and any other safety equipment.
