Position Overview

The Chief Strategy Officer (CSO) is a key leadership position responsible for pursuing innovative and strategic initiatives to achieve the organization’s ambitious goals. The CSO oversees the overall operations strategy, which is vital for the organization's growth and success. The CSO ensures the efficient operation, safety, and compliance of facilities, Information Technology (IT), purchasing, and related services. Additionally, the CSO assists in compiling the organization’s budget and employs strategies to safeguard assets, working closely with management to implement operational strategies.


Responsibilities:

  • Develop and implement the organization’s strategic operational development plan, including the design and execution of processes to support business transition and growth, based on detailed intelligence of customer and market demographics.
  • Set comprehensive performance and success goals, ensuring compliance with life safety and housing maintenance/housekeeping standards, purchasing practices, and IT processes.
  • Collaborate with the finance department to track, analyze, and report detailed operational budget, review structural changes, and monitor projections for budget impact. Develop, monitor, and manage budgets for facilities, IT infrastructure, vehicles, and related expenses.
  • Oversee the implementation and documentation of all software platforms.
  • Evaluate expenditure requests and provide recommendations regarding financial feasibility, including payback, ROI, and financial modeling of investments. Collaborate with other directors and departments to monitor current projects and create financial models to evaluate capacity and resource expansion plans, integrating them with current operations and strategic plans.
  • Control operating expenses, including centralized purchasing, and monitor invoices. Assess and implement improved processes and new technologies, collaborating with management on the implementation of these improvements, including asset management.
  • Develop charts, graphs, and tables in Excel and PowerPoint, building a compelling story from the data to present results and analysis to the CEO, Board Members, and other stakeholders.
  • Manage and coordinate the activities of the Managed Service Provider (MSP) vendor responsible for IT support, including helpdesk, security, equipment, and other contracted services. Provide supervision and support to IT personnel responsible for client technology infrastructure, agency software systems, and related IT applications.
  • Manage and coordinate the activities of the outsourced facilities vendor responsible for facilities management services, including repairs and maintenance, capital expenditures, security, landscaping, and upkeep of facilities and equipment.
  • Oversee all facilities owned or leased by the organization, ensuring they meet safety, accessibility, and operational standards.
  • Manage the organization's fleet of vehicles, including maintenance, repairs, registration, insurance, and compliance with regulatory requirements.
  • Develop, implement, and oversee the purchasing process for agency furniture, office supplies, equipment, and other assets, ensuring cost-effectiveness and compliance with procurement policies.
  • Oversee record retention processes.
  • Perform other duties as assigned.
  • Hold overall supervisory responsibility for personnel assigned to facilities, vehicles, record retention, and IT departments/functions.



Requirements:

Qualifications:

  • Bachelor’s degree in business administration, finance, information technology or related field.
  • 5+ years of progressive experience and knowledge of finance, management systems analysis and design. Experience in financial analysis, asset management costing and strong knowledge of information technology (IT).
  • Strong knowledge of facilities operations, maintenance practices, and building systems.
  • Experience managing budgets, contracts, and vendor relationships.
  • Excellent communication, interpersonal, and leadership skills.
  • Ability to prioritize tasks, problem-solve, and make sound decisions in a fast-paced environment.
