Job Summary:

Under the direction of the Director of Administrative Services, the Meter Supervisor manages the District's Meter Program including program plans, repair and replacement coordination, and the daily activities of the Meter Division. This position is responsible for all district meters, mxu's, reading apparatuses, and equipment pertaining to the reading detail. Analyze data received in Sensus Analytics, Incode & RNI to ensure meter accuracy. Keep up on industry metering trends to ensure use of efficient and effective devices. Identify needs and plan for replacement and repair of all metering apparatuses. Provide effective training for employees to perform their responsibilities in a competent, professional, and productive manner that furthers the mission and goals of the District.

Essential Duties and Responsibilities:

1. Supervise and train the Meter staff to competently perform duties and promote professional and productive behaviors. Creates, supervises, and coordinates the meter maintenance program and processes to be executed by staff. Evaluates the quality and completeness of each job. Oversees the necessary external trainings needed for the meter staff.

2. Plans for replacement, rehabilitation needs and maintains a prioritized inventory of product. Assists in preparation and administration of the annual Meter division budget. Works with vendors to obtain price quotes and meter specs/warranties. Monitors and controls expenditures and selects priorities as required by budget constraints. Coordinates with the Director and Engineering Department in planning for capital improvement projects and future maintenance expenditures.

3. Develops and maintains accurate logs for meter maintenance, including preventative maintenance programs. Reviews and analyzes data collected in Sensus Analytics, RNI, CityWorks and Incode to make decisions for the division and ensure meter reading accuracy. Prepares written correspondence, reports, procedures using data collected.

4. Communicates District policy regarding ownership and responsibility while informing all involved through great customer service. Oversee scheduled shutdowns for repair/replacement or fireline connection verification. Responds to emergency situations, including after-hours, as required.

5. Supervises the inventory, maintenance, and inspection of meter division vehicles, equipment & meter testing devices required for effective operation. Assists Department Director with Building Security Alarm system issues.

6. Monitors division personnel activities, such as training, time management, supervising, and evaluating. Assists in employee evaluations and interviewing applicants for positions by making recommendations to the Director for hiring and promotion of division personnel.

General Qualification Requirements

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. The requirements of this position provide that the employee work in a safety sensitive manner and should carry out his/her duties as such.

Prior Work Experience: At least six years of industry-related experience. Supervisory experience is preferred.

Education and Training: High school diploma or equivalent required. Associates or bachelor's degree preferred.

Licenses, Certifications, Etc.:

  1. Valid Utah driver's license
  2. Utah Water Distribution Grade 4 Certification required

Background Knowledge:

  1. Must have supervisory skills; ability to motivate personnel and effect department dynamics while providing supervision and training for division-wide operating policies and procedures.
  2. Requires a working knowledge of advanced procedures for the industry, including AMI networks, Incode accounts, and metering specifications.
  3. Requires a basic knowledge of the District's products and services; knowledge of short-range and overall long-range plans.
  4. Possess supervisory skills; ability to train, motivate, direct, and monitor personnel.

Performance Expectations:

  1. Must have the ability to coordinate, prioritize, and implement the policies and maintenance procedures for the Meter division.
  2. Must be able to make decisions of a significant nature impacting the Meter division. Decision-making requires the use of analytical skills to research internal or external sources of information. Must be able to work out technical operational problems and other aspects of the District's metering systems.
  3. Must be able to provide leadership and vision that has an impact on the operations of the Meter division plus work independently and function with general guidance.
  4. Must have communication skills with the ability to communicate with Meter staff, outside agencies, vendors and customers.
  5. Must be able to provide viable recommendations for the Meter division budget.
  6. Must demonstrate safety leadership by promoting and facilitating the safety of co-workers and the general public.
