Galveston County Health District is seeking a Chief Nursing Officer

This position is responsible for providing management and nursing leadership necessary to effectively and efficiently implement and evaluate several executive and strategic health initiatives including, but not limited to, quality assurance, infection control and clinical activities in programs under the Galveston County Health District (GCHD), Coastal Health & Wellness (CHW) clinics and Galveston Area Ambulance Authority (GAAA).

Required:

  • Current RN licensed in Texas with a minimum of a Bachelor of Science in Nursing (BSN) degree.
  • 5+ years of progressive responsibility as nurse manager and/or executive with administrative supervisory responsibilities over other managers and staff preferred.
  • 1+ years of CNO experience preferred.
  • Master of Science in Nursing or master’s in public health preferred.
  • Experience involving ambulatory care, public health, a federally qualified health center, Joint Commission, & Strategic Planning.
  • Current CPR Certification.
  • Excellent presentation skills and/or training background and/or experience and understanding of adult learning principles.
  • Thorough understanding of ambulatory nursing practices and procedures.
  • Must be current on medical technology improvements and advancements.
  • Must be familiar with the operations of a healthcare organization; current trends and changes within the healthcare industry and state and federal compliance and regulatory standards.
  • Ability for spur of the moment transportation without relying on organization vehicles.
  • Must possess or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated.
  • Department of Motor Vehicle check may be required, if applicable.
  • Customer Service Oriented.
  • Excellent written and verbal communication skills.
  • Excellent Computer Skills MS Office.
  • Must be willing and able to work evening and weekend hours if necessary.
  • Must be in compliance with GCHD Immunizations policy.
  • Must be in compliance with ICS training requirements.
  • Must pass criminal background check and drug/alcohol screening.

 

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role. 

 

Traditional Duties:

  • Coordinates and evaluates clinical operations throughout all areas of the organization to make sure that patient-care, clinical and staffing standards are met.
  • Researches and advises executive team on compliance requirements and best practices in nursing and patient-care.
  • Researches, advises, and carries out medical-related actions in public health emergencies.
  • Works with Pharmacist-in-Charge to maintain Class D Pharmacy compliance, including audits, license renewal, annual staff training, updating formulary, and ongoing monthly inspections in accordance with Texas State Board of Pharmacy.
  • Ensures ongoing compliance with CLIA lab, including audits, license renewal, staff training, and quality assurance in accordance with DHHS and CMS standards.
  • Acts as clinical site coordinator for interns, medical students and residents, nursing, and other clinical programs.
  • Ensures quality of care and practice standards are met in all practice settings including clinics, outreaches, and homebound areas.
  • Prepares and presents reports to both policy-making boards (United Board of Health & Coastal Health & Wellness Governing Board).
  • Works with staff on development of strategic health plan goals and objectives.
  • Develops and evaluates Standing Delegation Orders, clinical quality assurance measures and infection control practices in accordance with established policies and procedures. Updates established and/or creates policies and procedures.
  • Manages program and grant budget requirements for both public health and Coastal Health & Wellness clinical activities.
  • Identifies new public health and/or patient centered initiatives that assure compliance with established quality of care standards and policies.
  • Works with the Local Health Authority and Coastal Health & Wellness Medical Director to establish and update clinical policies and procedures.
  • Reviews patient related incidents and gathers information to bring to the Coastal Health & Wellness QA/PI Committee to determine if further action or performance improvement initiatives are needed.
  • Monitors regulatory and accreditation standards for compliance and provides updates to management and Board(s).
  • Works with GCHD leadership to carry out interdepartmental essential public health functions.
  • Represents the District, participates in media events and interviews as needed.
  • Develop and maintain strategic partnerships with key stakeholders for the District.
  • Acts as primary backup to the Chief Executive Officer in his/her absence.
  • Performs other duties as assigned by supervisor.

  

Supervisory Skills:

  • Supervises staff in accordance with the organization’s policies and applicable laws.
  • Interviewing, recommendations for hiring and training employees.
  • Approves local travel requests, time sheets, leave requests and other personnel forms as necessary.
  • Planning, assigning, and directing work.
  • Coordinating schedules for staff.
  • Appraising performance and disciplining employees.
  • Addressing complaints and promptly and efficiently resolving problems and concerns.
  • Coordinates and assists in the cross-training of other employees and assures staff model of excellent customer service.
  • Provides strategic leadership of the department, including but not limited to developing and implementing initiatives to recruit and retain staff.
  • Maintains necessary trainings and documents training events.
