Position Type / Expected Hours of Work:

This is a part-time position that works on average less than 20 hours per week. Additional hours may be required. This position has a flexible work week; schedule may vary based on agency needs at the discretion of the direct supervisor and/or CEO.

This is a remote work position with administrative space available as needed at the Central office (1145 Wesley Ave, Muskegon, MI 49442).

Summary:

The Occupancy Specialist is primarily responsible for maintaining the housing records required to be in good standing with HUD and other housing contracts, including recipient re-certifications on an on-going basis.

Essential Functions:

This is not intended to be an exhaustive listing of job functions. This job description in no way states or implies that these are the only duties to be performed by this employee. The employee is required to follow any other instructions, and to perform any other duties, as assigned.

Essential functions of this position include:

  • Gather and complete information for regular EIV reporting.
  • Preparing and providing reports as needed for monthly and quarterly reporting required by the State of Michigan, HUD, and other agencies.
  • Certifying tenants for participation in subsidized housing by collecting and reviewing documents related to the income and expenses of tenants or prospective tenants; meeting with tenants or their representatives.
  • Preparing notices and letters to tenants or parents and guardians and assuring their timely delivery.
  • Entering and maintaining data in a timely fashion into software systems utilized by the agency, by MSHDA, and the Department of Housing and Urban Development (HUD) or its subcontractors.
  • Maintain and update tenant selection plans and other require notices for HUD and MSHDA sites.
  • Obtain and maintain any required certifications for Housing Specialist.

Education/Talent Requirements:

  • Two years’ experience in maintaining or managing specialized and/or subsidized housing; experience with MSHDA or HUD preferred.
  • Analytical and problem-solving skills, the ability to understand complex reimbursement structures and the ability to apply contractual governmental regulations to billing processes.
  • Be self-directed and demonstrate the ability to work independently to meet deadlines.
  • Ability to communicate clearly and concisely, verbally and in writing.
  • Ability to work respectfully and courteously with a wide variety of individuals, including individuals with disabilities.
  • Preferred experience with submitting electronic claims and/or accounting for property rents; OneSite/Real Page experience a plus.
  • Must pass within 3 months of hire, or possess and remain in good standing, HUD Certified Occupancy Specialist certification.

Note: This position is required to pass all background checks, physicals, and drug screens. If the background check reveals disqualifying information, employment shall be terminated unless the disqualifying information is successfully appealed as inaccurate, expunged, or set aside.

Travel:

Must be willing and able to travel up to 20% for re-certifications, meetings, trainings and conferences. Total travel expected to be less than 20%. Company vehicle is not supplied; use of personal vehicle required.

Work Environment:

This employee usually works in an office environment but may be required to perform job duties outside of the typical office setting. Moderate noise (i.e. business office with computers, phone, printers, and light foot traffic). Ability to work in a confined area. This position works in close proximity to people. While the majority of working time is spent indoors in a residential environment or office, employees in this position may work outdoors in all seasons for short periods of time, e.g. assisting a resident into a vehicle, taking a resident on an outing, snow removal, etc.

Physical Demands of the Job:

Primarily sedentary work: while performing the duties of this job, the employee is regularly required to, stand, walk, sit, talk, hear, and use hands and fingers to operate a computer, telephone, keyboard, etc. May be required to reach, stoop, or kneel to perform miscellaneous duties. Occasional light lifting up to 10 lbs may be expected. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing, viewing a computer terminal, extensive reading, and various visual inspection requirements.
