The Facilities and Maintenance Manager is responsible for assisting the Property Manager in the precision of overall management and supervision of housing rehabilitation and maintenance operations for the extensive, scattered sites housing portfolio. This position involves daily management of simultaneous operations and coordination between property managers, field supervisors, maintenance supervisors, maintenance staff, contractors, subcontractors and architects in a professional and friendly manner. It is assumed that the  Facilities and Maintenance Manager will keep up to date on safety policies and will relay updates and changes to maintenance and janitorial staff. This position reports to the Facility & Maintenance Manager.

ESSENTIAL JOB FUNCTIONS include the following. Other duties may be assigned:

  • Supports Property Manager in fulfilling assigned duties and provides direct supervision of office administrative functions, customer service vendors and personnel.
  • Supervises the delegation of work orders, and their assignment and completion.
  • Performs work-order close out audits by inspecting and monitoring work performed; assists with work order analysis.
  • Assesses in-house systems, workflow, work order analysis, schedules and staffing capacity, and make recommendations for improvement as well as develops systems in order to improve employee and department performances.
  • Prepares and manages all applicable records, such as incident & accident reports for the submission of insurance claims; follow up to completion.
  • Monitors maintenance logs as required by organization and CHA.
  • Prepares and completes Quarterly and Monthly reports for review.
  • Supervises Fleet Vehicle Maintenance Policy implementation and policies.
  • Monitors response to resident complaints and correspondence.
  • Participates in completing annual staff evaluations.
  • Maintains ongoing education and research to improve procedures for workforce and supplier efficiencies.
  • Assists in the monitoring of physical care/needs of properties.
  • Participates as directed in the Procurement and Vendor Recommendation process.
  • Assists in the scheduling of Safety Meetings and OSHA compliance training.
  • Helps track and monitor all inventories.

Mandatory Job Qualifications

  • College degree preferred CMH and ARM recommended designations
  • Minimum of two years supervisory experience required.
  • Minimum of two years experience of assisted housing experience including work with maintenance
  • Strong computer and customer service skills
  • Bilingual in Spanish preferred Strong communication and cultural diversity skills
  • Highly organized
  • Strong administrative skills
  • Vehicle, insurance and good driving record required.
