GIS COORDINATOR PUBLIC WORKS


DEFINITION:

This position functions as the coordinator for the geographic information system (GIS) system for interdepartmental and public users. Oversees, coordinates, develops, analyses, checks, and maintains the Departments related GIS data pertaining to Public Works infrastructure networks. Assigns and directs engineering technician personnel on GIS data entry, asset management and global positioning system (GPS) information collection; performs related work as required.


DISTINGUISHING CHARACTERISTICS:

Direct maintenance of electronic and physical files of GIS, asset management, and GPS information including: maps, reports, drawings, etc. Develop and maintain custom applications. Control and monitor user access to data. Work with interdepartmental and outside agencies to ensure continuity with existing software, hardware, databases and information systems. Oversee the development of metadata for relevant GIS layers and programming changes. Prepare graphical and non-graphical information for staff reports and presentations. Develop, implement, and update the GIS strategic plan through coordination with City departments. Assist with budget recommendations, review and monitoring.


SUPERVISION RECEIVED AND EXERCISED:

  • Receives general direction from the Manager of Engineering Services or the Public Works Director.
  • Exercises supervision of the GIS and GPS work of engineering technician personnel, overseeing and reviewing work of a technical nature.


ESSENTIAL FUNCTIONS:

  • Display honest, trustworthy, and ethical behavior when dealing with internal and external customers.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Regular attendance that is punctual and dependable is required. Monitor computer network access to geospatial data; assigns, tests and manages security policy groups and user permissions to digital information.
  • Develop complex queries from multiple data sources in different formats and combine data into easily understood tables and graphs.
  • Demonstrate and explain computer system software capabilities to potential users; provide specialized training, software and data support, and mentoring for City staff.
  • Serve as technical advisor to and is a member of the joint Grand Island Hall County GIS Committee; is a member of the Citys web site management group, assist in its evaluation and the development of enhancements for City staff and public usage.
  • Interact with Federal, State, County, City and other agencies on the exchange and utilization of GIS and GPS information.
  • Coordinate the Public Works Departments geographic information system including spatial and non-spatial database design, maintenance, customizing, programming and mapping. Use ESRI software products; manages the development, implementation, dissemination, analysis, and maintenance of the GIS databases, map layers and related engineering data. Coordinate planning of related interdepartmental GIS projects.
  • Acquire or develop software and reports to support network analyses needed by the Public Works engineers.
  • Respond to inquiries regarding GIS data, records and mapping information; identify, compile, and generate specific maps given situational requests utilizing CADD files and topography attributes for assigned projects; analyze results, so that applications can be specifically designed for individual users or departments.
  • Oversee and monitor the departments computerized infrastructure model and system network; validate data entry, analyze scenarios, and calibrate results for accuracy.
  • Create and maintain the dynamic, interactivity of the Citys internet home page; updating the departmental web pages with relative GPS and GIS information; and working with other city departments in developing their individual web pages, on-line forms, and training their personnel in how to maintain this data.
  • Provide budgetary recommendations regarding equipment purchases and software applications. Review and make recommendations concerning outside services and materials.
  • Automate tasks such as Public Works sewer connections, locations and associated fees.
  • Develop data collection contracts to collect data for such things as pavement management, traffic signs, drainage, and other public works related infrastructure.
  • Perform related duties as assigned.


QUALIFICATIONS:

Knowledge of:

  • Principles of engineering as applied to surveying, design, and construction work
  • Geographic Information Systems (GIS) technology and Computer Aided Drafting (CAD) methods including database design and management, programming and customization, cartography and map design.
  • Software used to perform GIS activities including ESRIs software products.
  • Data collection methods and technologies including methods of surveying and understanding of high accuracy GPS systems.
  • Project, coordinate systems and conversion techniques as they pertain to GIS and GPS.
  • Relational Database Management Systems as it pertains to spatial data, implementation, and administration.
  • GIS data models used for analysis of utility infrastructure and geographic networks; and skill to perform topological corrections of data.
  • Microsoft Windows software; familiar with one or more computer operating system(s); basic UNIX programming language, specific application software; asset management, and database management systems.
  • Programming for customizing GIS and related resources including: Avenue, Java, Visual Basic, and SQL.

Ability to:

  • Provide advanced data query for SQL, flat file and other data formats.
  • Learn and apply techniques associated with the development and administration of GIS systems.
  • Analyze, manipulate and interpreting data to reach logical conclusions.
  • Troubleshoot complex technical issues and solve problems.
  • Communicate effectively both orally and in writing.
  • Represent the City in a professional manner to outside agencies.
  • Perform a leadership role within a committee.
  • Respond to and resolve citizen concerns and requests for service.
  • Create detailed maps from CADD files, spatial and non-spatial databases, and geographic attribute records.
  • Analyze, program, implement, maintain and support GIS and web-based applications.
  • Schedule, mentor, and supervise employees.

License or Certification:

  • Employee must possess a valid drivers license and maintain insurability as determined by the Citys insurance carrier.


EXPERIENCE AND TRAINING GUIDELINES

  • Minimum of three years of experience in which duties primarily consisted of GIS and Data Management. Experience with object-oriented programming, and/or in an engineering or planning environment is preferred.
  • Bachelors degree in Computer Science or a closely related field, with significant course work in GIS and/or Data Management.
