Job DescriptionJob DescriptionThe Recruitment Specialist is responsible for coordinating and ensuring recruitment and training objectives are met for the Florida Sheriffs Youth Ranches and Sheriffs Ranches Enterprises.  A major focus of the position is the recruitment of qualified candidates through networking and timely correspondence with candidates and hiring personnel.
The Recruitment Specialist is directly responsible to the Director of Human Resources and is based out of the Main Office.
This is n nonexempt position.ESSENTIAL DUTIES AND RESPONSIBILITIESThe following duties and responsibilities are the various types of work performed in this position.  Other duties and responsibilities may be assigned.
  1. Establishes recruiting requirements by studying organization plans and objectives; meets with managers to discuss needs and then develops a plan to attract applicants by placing job advertisements, contacting recruiters, using newsgroups, and job sites.
  2. Builds applicant sources by researching; contacting community services, colleges, employment agencies, recruiters, media, and internet sites, providing organization information, opportunities, and benefits; making presentations; maintaining rapport.
  3. Develops and maintains career service contacts and monitors online recruitment tools.
  4. Collaborates with hiring managers on a regular basis to identify current and future hiring needs and strategies to attract suitable candidates.
  5. Attends external opportunities within areas surrounding our locations and their targeted recruitment areas. Improves organization attractiveness by recommending new policies and practices, emphasizing benefits and perks for future candidates and current employees to promote recruitment successes and retention.
  6. Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.
  7. Assist training staff with oversight, coordination, and maintaining the training records management systems in accordance with accrediting and licensing standards.
  8. Coordinates with assigned training staff to assist with the preparation and execution of the quarterly statewide orientation for all new employees.
  9. Assist with staff to establish a Master Training Calendar and Staff Development Plan on an annual basis. Assists with training announcements and registration process; advises program sites regarding availability of trainers/consultants to meet specific needs; contacts attendees and department representatives about training programs and advises management staff, Human Resources staff and trainers regarding training opportunities.
  10. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; and participating in professional societies and associations.
EDUCATION AND EXPERIENCE REQUIREMENTSAA/AS or Bachelor’s degree from an accredited college or university is preferred. At least four (4) years’ experience in recruiting, marketing or human resources with at least one (1) year direct training experience is preferred.
 REQUIRED KNOWLEDGE, SKILLS AND ABILITIESTo perform this job successfully an individual must be able to perform each area of responsibility satisfactorily.  The requirements listed are representative of the knowledge, skills and/or abilities required.
  1. Must have the ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and complex government regulations; ability to write reports, proposals, policy, business correspondence and procedural manuals; ability to effectively present information and respond to questions from groups.
  2. Must have the ability to write legibly and document necessary information accurately.
  3. Must have the ability to define problems, collect data, establish facts and draw valid conclusions; ability to interpret an extensive variety of instructions and ability to deal with problems involving a variety of situations.
  4. Must be computer literate and have strong knowledge in Windows-based software applications including Word, Excel and Power Point.
 
  1. Must have analytical, math, and grammar skills sufficient to meet minimum standards of the Youth Ranches Skills Test.
 
  1. Must have the ability to present information in a clear and concise manner and in such a format that encourages learning and participation in training activities.

7.     Must have the ability to refrain from divulging confidential information to
        unauthorized persons.

8.     Ability to work as an integral part of a team.

9.     Ability to be self-paced and to work unsupervised.

10.   Able to travel as required by the job.

11.   Ability to be flexible in presentation style, programmatic needs, schedules and
        focus of activities.

12.  Ability to define and assess obstacles to successful implementation of training
       and take appropriate corrective action.

13.  Must have a strong orientation to customer service and have the ability to work      
       cooperatively with others.

14.   Must have a valid Florida Driver License and be able to maintain a safe driving 
        record consistent with agency policy.
 PHYSICAL REQUIREMENTS The physical requirements described are representative of those that must be met by an employee to successfully perform the essential functions of this position.  Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions.
The employee is regularly required to stand, sit, walk, talk, hear, and reach with hands and arms.  The employee will occasionally be required to climb, balance, stoop, kneel, crouch, crawl and lift objects weighing up to 35 pounds. 
Specific vision requirements include close vision, distance, color, peripheral, depth perception and the ability to adjust focus.
 WORKING CONDITIONSWork is performed in both office and outdoor environments with exposure to various weather conditions.  While performing the duties of this position the employee will occasionally work near moving mechanical parts.  This position requires occasional travel.
