POSITION PURPOSE:

The HR manager is a key player in leading and directing HR Operations at STARS', administrating programs, policies, and procedures. Assists with managing all HR functions, including employee relations, compensation, training, benefits management, performance management, and recruitment. According to STARS standards, we will help build our growing organization's workplace culture of service, engagement, dedication, and team-first collaboration. Responsible for the design and implementation of core HR and operational processes such as continuous improvement, employee development and recognition, workforce planning, talent assessments, and support of our strategic initiatives and mission.


SUPERVISES: HR Staff

DUTIES AND RESPONSIBILITIES:
  • Partners with the leadership team to understand and execute the organization's human resources strategy, particularly related to talent needs, retention, and employee development.
  • Reviews, updates, and enforces new and existing policies & procedures.
  • Collaborates with leadership and employees to develop best practices related to training & development.
  • Administers STARS' benefits programs (e.g., negotiations, health insurance, retirement plan, etc.) as appropriate.
  • Oversees the recruiting process, onboarding, and new employee orientation.
  • Provides support and guidance to management and other staff when complex, specialized, and sensitive questions or issues arise.
  • Must administer and execute routine tasks in delicate circumstances, such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Analyzes trends and best practices in compensation and benefits.
  • Conducts annual wage and salary surveys and benchmarks, as well as analyzes and develops competitive pay programs.
  • Assesses and recommends professional growth opportunities for employees.
  • Maintains compliance with federal, state, and local employment laws and regulations.
  • Administers HR activities, including recruiting, screening, interviewing, hiring, discipline, and terminations.
  • Conducts and supports training classes per company initiatives.
  • Monitors the HR and employment practices to ensure regulatory compliance.
  • Ensures compliance with EEO/AA activities.
  • Conducts timely internal and external investigations to resolve inquiries, claims, and/or disputes.
  • Oversees the collection and maintenance of personnel data for HRIS and reporting purposes.
  • Analyzes and develops data used in reporting, outlining trends and consistency of data integrity as part of our commitment to continuous improvement.
  • Administers the staff evaluation and employee recognition programs.
  • Maintains a collaborative working relationship with all departments.
  • Key partner in ongoing planning and implementation of HR infrastructure to support agency growth.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Extensive knowledge of human resources policies & procedures and federal & state laws regarding employment practices.
  • Excellent written and verbal communication skills. Detail oriented.
  • Perform job functions with attention to detail, speed, and accuracy under pressure in intense/confrontational situations.
  • Practice positive employee relations, including coaching, counseling & discipline.
  • Knowledge of legal compliance that pertains to Employee Benefits Administration.
  • Demonstrated experience in managing and supervising employees.
  • Ability to maintain confidentiality in all aspects of the job. Exceptional customer service skills.
  • Strong analytical skills and ability to complete work independently or as part of a team engaged in multiple project assignments; ability to prioritize workload.
  • Must be able to interface with all levels of management and employees.
  • Proficient with Microsoft Word, Excel, PowerPoint, HRIS, Outlook, and Internet sourcing skills.
  • Knowledge of social media (LinkedIn, Facebook, Twitter, Pinterest, etc.) and other web-based recruiting.
  • Experienced with applicant tracking systems; able to evaluate and refer applicants and generate reports.
  • Skilled in interviewing, behavioral questions, and conducting presentations.
  • Experience developing Job Announcements. Experience reviewing & screening resumes.
  • Demonstrated knowledge of Title VII, ADA-ADAAA, FLSA, FMLA, etc., and state & federal regulations.

QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor's degree in Human Resources, Business Administration preferred OR, any equivalent combination of education and/or experience from which comparable knowledge, skills, and abilities have been achieved.
  • Must have experience in the areas of human resources, state & federal laws, programs, and practices.
  • Preferably 3-5 years of HR experience.
  • Must have two years of supervisory experience.
  • Must have experience using comprehensive HRIS software and report writing.
  • Must be proficient with Microsoft Office Suite (Word, Excel, Outlook, etc.).
  • Must have an AZ driver's license, clear driving record, and meet agency insurance requirements.
  • Must meet DES requirements for fingerprint clearance.
  • Must pass a criminal/background screening.
