POSITION SUMMARY: The Police Officer for Dillard University’s Police Department conducts interior and exterior armed, uniformed preventative patrols; investigates incidents and prepares necessary reports; provides escorts; vehicular assists; and other services; performs duties related to the protection and safety of the University personnel as well as the other resources and assets. This is an “Essential Personnel” position, which can require that the incumbent must report for duty and work through emergencies, and also can be designated by the supervisor as essential to the accomplishment of work, or for the completion of critical tasks.

REQUIRED EDUCATION AND EXPERIENCE: (Note: Only the following two criteria – one education and one experience – will be used for screening qualified applicants.)

  1. High school diploma or equivalent.

  2. 20 years of age or older.

  3. Must obtain Louisiana Basic P.O.S.T. (Level I) certification within 360 days from date of hire, and maintain same as a condition of continued employment.

  4. Must obtain Red Cross First Aid and CPR certification within 360 days from date of hire, and must maintain certification as a

condition of continued employment.

  1. Must have a valid and unrestricted (not including corrective lens needs) U.S. Driver’s License and must meet the Dillard

University Motor Vehicle Policy criteria to become an authorized driver.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES/COMPETENCIES TYPICALLY NEEDED TO PERFORM THIS JOB SUCCESSFULLY: (Note: The following criteria will not be used in screening qualified applicants but may be considered in the final decision‐selection process of candidates interviewed.)

  1. Excellent verbal and written communication skills.

  2. Ability to obtain a police commission from the Louisiana Department of Public Safety & Corrections.

  3. Demonstrated working knowledge of Microsoft Office Suite.

  4. Ability to maintain a residential telephone number which must be listed with the department.

  5. Ability to concentrate for extended periods of time.

  6. Ability to carry and/or lift items weighing up to 50 pounds. 7. Availability to work overtime, as assigned.

PREFERRED QUALIFICATIONS: (Note: The following criteria will not be used in screening qualified applicants and may not be used in lieu of minimum qualifications stated above.)

1. Prior police/public safety experience.

UNIVERSITY‐WIDE ESSENTIAL FUNCTIONS:

Patrol

 Interior and exterior preventive foot patrol of structures and city streets with ability to identify, report, and intervene when appropriate, regarding public safety‐related situations.  Some vehicular patrol may be required.

Performance Standards: Must adhere to local, stated, and federal statutes as well as DUPD policies and procedures, and departmental schedules and guidelines. Able to safely operate departmental vehicles adhering to state and local vehicular ordinances.

Investigations and Reporting

 Respond to requests for service requiring reports, preliminary investigations of incidents, and the timely preparation and submission of a comprehensive preliminary report. Performance Standards: All tasks are performed in accordance with established P.O.S.T. and departmental response, investigative, and reporting techniques, standards, and guidelines.

Assistance

  • Provide financial security escort services.

  • Provide personnel and student escort services, vehicle jump starts, and unlocking assists. Performance Standards: Prompt and courteous service response, basic mechanical knowledge of unlocking and starting equipment.

15% of Job

Other Responsibility

  • Available to work overtime, as needed.

  • As an active members of the University’s Event Management Team, available and willing to be present on Dillard’s campus for Category 1 through 5 storms and for other campus emergencies.

THE FOLLOWING ARE SOME ESSENTIAL FUNCTIONS OF THE DILLARD UNIVERSITY POLICE DEPARTMENT (DUPD) POSITIONS OCCUPIED BY ARMED POLICE PERSONNEL:

  1. Perform law enforcement armed uniform patrol functions in assigned areas, including city streets on and around campus on foot or bicycle, and occasionally in an emergency motor vehicle, which include such thing as working rotating shifts over 12 hours a day, including nights and weekends, physically checking doors and windows of buildings, identifying suspicious activities, violations of criminal laws or university rules and regulations, and initiating corrective action or enforcement.

  1. Pursue fleeing suspects, make legal arrests (forcibly if necessary), using handcuffs and other restraints. Subdue resisting suspects using approved maneuvers and weapons while strictly adhering to the department’s use of force policy.

  1. From a variety of body positions, unload, load, aim, and fire handguns, shotguns, and other departmental firearms, under conditions of stress that justify the use of deadly force at levels of proficiency prescribed by the department and the Louisiana P.O.S.T. Council

  1. Respond to scenes of crimes, accidents, fires, and calls for service,; administer first aid; search for, collect, and preserve evidence; investigate and interview victims, witnesses, and potential suspects; perform appropriate investigative functions at the scene, as necessary; assess variety of routine and critical public safety incidents acting quickly and thinking clearly utilizing mental capacity allowing the capability of exercising sound judgment and rational thinking under dangerous and stressful conditions.

  1. Prepare preliminary investigative and other reports necessary for documenting an incident using the appropriate grammar and mathematical computations.

  1. Exercise correct judgment in determining when there is reasonable suspicion to detain, whether or not probable cause exists to search and arrest, and when force may be used and to what degree.

  1. Communicate effectively and coherently over police radio channels, telephones, public‐address systems, or by direct conversation. Must be able to maintain strict confidentiality.

  2. The ability to read, write, and comprehend legal and non‐legal documents written in the English language, including the preparation and processing of such documents.

  1. Perform legal searches of people, arrestees, vehicles, buildings, and large outdoor areas, which may involve detecting objects or substances through feeling, sight, hearing, and smell.

  1. Must have the ability to respond and assess situations regarding the public safety and well‐being of the various campus entities including fellow employees. Must possess the physical capabilities to implement and communicate decisions with tact and diplomacy while confronted with stressful, hostile, and/or irrational situations or persons.

THE FOLLOWING ARE SOME OF THE WORKING CONDITIONS AND PHYSICAL REQUIREMENTS FOR DILLARD UNIVERSITY POLICE

DEPARTMENT (DUPD) POSITIONS OCCUPIED BY ARMED POLICE PERSONNEL.

  1. Officers will be exposed to working for long period of time day or night, often alone, in unpleasant weather and other hazardous situations which will require continuous attention to safe working and operating procedures.

  1. Officers will periodically be exposed to the possibility of physical injury, pursuant to arrest, traffic hazards, exposure to biological and chemical substances, and other hazards caused by man or nature.

  1. Officers will be required to work any shift or day of the week depending upon departmental needs. Periodically, work hours may be extended beyond the normal work day to accomplish the necessary work. Officers may be periodically ordered in to work to assist in handling emergency situations involving crimes, national and natural disasters, traffic and other hazards, special activities, or court testimony.

  2. Officers must possess and maintain the physical strength, agility, stamina, and mental condition to perform the essential job functions for the position of Police Officer. Officers must be sufficiently physically and mentally sound so as not to be impaired as it relates to the officer’s ability to perform any essential function of the job.

  1. Officers must have the visual acuity, with or without reasonable accommodation, to safely operate firearms, emergency vehicles, and departmental equipment; to identify individuals, describe clothing and vehicles; detect danger; read license plates and addresses either in daytime or at night time under various lighting conditions.

  1. Officers must possess aural capability, with or without reasonable accommodation, to understand personal, radio, and telephonic conversations in quiet and noisy environments. Must also have the capability to determine the locations of vehicles or persons in distress from the sounds emanating from them.

  1. Under normal and stressful situations, officers must be capable of communicating orally in the English language in such a manner as to clearly transmit information via the police radio, telephone, public address system, or direct conversation.
