Site Safety Representative

The Site Safety Representative is responsible for monitoring and enforcing all safety-related policies and procedures at the construction or project site. This role ensures that all personnel and contractors work in a safe, efficient, and environmentally responsible manner. The primary goal is to prevent workplace accidents and injuries by implementing safety standards and responding quickly to potential hazards in compliance with local, state, and federal regulations including Occupational Safety & Health Administration (OSHA).

 

 

 

 

Responsibilities:

  • Safety Program Development: Develop, implement, and manage comprehensive safety programs tailored to the needs of the construction project. This includes creating and updating safety policies, procedures, and guidelines. Collaborate with the Human Resources department to ensure that safety violations are reported and addressed promptly.
  • Regulatory Compliance: Ensure that all construction activities comply with applicable safety regulations, codes, and standards as dictated by government agencies, industry organizations, and specific project requirements.
  • Training and Education: Organize and conduct safety training and orientation sessions for workers, subcontractors, supervisors, and other project stakeholders. This involves providing ongoing education to reinforce safety principles and specialized training for handling hazardous tasks. Actively coach, mentor, and guide staff on project safety, identifying potential errors and implementing corrective actions.
  • Risk Management: Identify potential hazards and assess risks associated with construction activities, equipment, and materials. Implement appropriate controls and mitigation measures to minimize risks and prevent accidents.
  • Safety Inspections and Audits: Regularly perform inspections and safety audits on the construction site to identify hazards, unsafe conditions, and compliance issues. Develop and execute action plans to address findings and ensure timely implementation of corrective measures.
  • Accident Investigation: Lead investigations into accidents, incidents, and near-misses to determine root causes and contributing factors. Work with the Director of Operations and Superintendents to develop and implement corrective actions and preventive measures that improve overall safety performance.
  • Emergency Preparedness: Develop and implement emergency response plans for a variety of scenarios, such as fires, medical emergencies, or natural disasters. Coordinate drills and exercises to test and enhance the effectiveness of emergency procedures, responding to and managing critical incidents as they occur.
  • Safety Communication: Facilitate clear and effective communication regarding safety policies, procedures, and expectations across all levels of the project team. Provide continuous guidance and support to ensure a culture of safety and accountability is maintained.
  • Safety Technology and Innovation: Stay informed about emerging safety technologies, best practices, and industry trends. Implement innovative solutions that enhance safety performance and efficiency on the construction site.
  • Performance Monitoring and Reporting: Generate detailed reports and monitor safety performance metrics and trends to assess the effectiveness of safety initiatives.
  • Contractor Management: Collaborate with contractors, subcontractors, and vendors to ensure adherence to safety standards and regulations. Offer guidance and support to ensure a safe working environment for all.
  • Site Visits: Periodically visit construction sites to provide coaching and support to site superintendents on safety matters, reinforcing the importance of safety protocols.

 

Requirements:

As a Safety/HSE Manager, you possess extensive experience in managing office and project site safety and should have these additional prerequisite skills, abilities, and qualifications.

 

  • Education: A bachelor's degree in occupational health and safety, construction management, engineering, or a related field is typically required.
  • Certifications: Require certifications related to construction safety management, such as the Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), Occupational Health and Safety Technologist (OHST), or similar credentials.
  • Experience: Previous experience in construction safety management or a related field is often required.
  • Knowledge of Regulations: A thorough understanding of federal, state, and local safety regulations and codes applicable to the construction industry is essential. This includes regulations from agencies such as OSHA (Occupational Safety and Health Administration) and other relevant authorities.
  • Risk Management Skills: Strong skills in identifying, assessing, and managing risks associated with construction activities, equipment, and materials. This includes the ability to develop and implement effective risk mitigation strategies.
  • Communication Skills: Excellent communication skills, both verbal and written, are crucial for effectively communicating safety policies, procedures, and expectations to project stakeholders. The ability to lead safety meetings, conduct training sessions, and communicate with workers at all levels is essential. Ability to write reports, business correspondence, and procedure manuals.
  • Leadership Abilities: Strong leadership qualities and the ability to lead and motivate teams to prioritize safety and adhere to established safety protocols. The Construction Safety Manager should be able to influence behavior and foster a culture of safety on the construction site. Multitask and manage competing priorities.
  • Analytical Skills: The ability to analyze safety data, identify trends, and make data-driven decisions to improve safety performance. This includes conducting accident investigations, analyzing root causes, and developing preventive measures.
  • Attention to Detail: A keen eye for detail is essential for identifying potential hazards and ensuring compliance with safety standards and regulations. The Construction Safety Manager should be thorough in conducting inspections and audits to maintain a safe work environment.
  • Computer Skills: Proficiency in using computer software and technology tools for safety management, record-keeping, and data analysis. This may include safety management software, Microsoft Office suite, and other relevant applications.
  • Interpersonal Skills: The ability to build positive relationships with project stakeholders, including contractors, subcontractors, project managers, and regulatory agencies. Collaboration and teamwork are essential for effective safety management on construction projects.
