POSITION SUMMARY

Reporting to the Chief Human Resources Officer (CHRO), the Talent Acquisition Specialist owns the full life cycle recruiting and sourcing strategies for the Richmond Ambulance Authority (RAA). These strategies include, but are not limited to collaborating with hiring managers across the organization, advertising opportunities to the HRIS, job boards and social media; proactively identifying candidates through sourcing pursuits; attracting candidates and inspiring them to apply; assessing candidates; moving candidates through the screening, interviewing and hiring processes; and onboarding. The Talent Acquisition Specialist will proactively identify future hiring needs of the Authority and work closely with the CHRO to ultimately ensure the Authority attracts, hires and retains the best employees, while growing a strong talent pipeline. RAA’s Talent Acquisition Specialist is a driven, customer-centric team player who is a creative and strategic thinker talented in generating innovative recruiting and sourcing approaches.

POSITION DUTIES AND RESPONSIBILITIES

  • Own the full life cycle recruitment process to include ensuring position descriptions are updated and accurate
  • Own the sourcing and management of candidate pools, to include the creation and management of a talent pipeline using innovative and proven methods to identify active and passive candidates
  • Design and implement RAA’s overall recruitment strategy
  • Create recruitment/sourcing campaigns and administer such campaigns specific to departmental needs
  • Establish relationships externally to promote employment opportunities and increase outreach efforts. Areas of focus shall include Veteran, Minority, and Individuals with Disabilities
  • Analyze applicant data (metrics) and recommend approaches to increase attraction and application rates
  • Perform job and task analysis to document job requirements and objectives
  • Develop and update job descriptions and job specifications

  • Prepare recruitment materials and promote positions to appropriate job board/newspapers/colleges, etc.
  • Conduct interviews using behavior and competency-based interview methods, and identify most appropriate candidate(s) to present to the hiring manager based on required skill sets, qualifications and competency requirements
  • Onboard new employees to become fully integrated into RAA
  • Monitor and apply HR recruiting best practices
  • Analyze applicant data and make recommendations to increase attraction
  • Act as a point of contact and build influential candidate relationships during the selection process and with external partners
  • Promote employer brand
  • Other duties as assigned

MINIMUM REQUIREMENTS

  • Proven work experience as a Talent Acquisition Specialist / Recruiter with a minimum of three (3) years’ experience in the field
  • Proven success in talent sourcing and social media recruitment with a minimum of two (2) year’ experience in talent sourcing
  • Solid ability to conduct various types of interviews (structured, competency-based, stress etc.)
  • Hands on experience with various selection processes (phone interviewing, reference check etc.)
  • 2 plus years' experience with HR databases, Applicant Tracking Systems (ATS) and Candidate Management Systems (CMS)
  • Excellent communication and interpersonal skills
  • Strong decision-making skills
  • BS (or equivalent work experience) in Human Resources Management
  • Demonstrate effective influencing skills in assisting hiring managers make the right decision when presented with complex and conflicting information
  • Understanding of Federal, State and Local employment regulations
  • Ability to work independently and be part of a team environment while developing strong professional relationships with peers, managers, executives and cross-functional teams

CONDITIONS OF EMPLOYMENT

  • New employees complete a probationary period

PHYSICAL DEMANDS

  • Must be able to sit for long periods of time.
  • Must be able to lift up to 10 pounds of force occasionally, moderate lifting, carrying, pushing and/or pulling.
  • Required to have close visual acuity to perform activities such as preparing and analyzing data and figures.
  • Must be able to perceive the nature of sounds at normal speaking levels with or without correction and receive detailed information through oral communication.
