Job Description / Justification:

Project Scope:

The NYC DOT IT Project Management Office specializes in developing multiple large scale, workflow software applications that improve the efficiency and efficacy of the NYC DOT business teams that work with DOT clients who perform operations such as street sign planning, installation & repair, and inspection. Other applications may manage permits that allow public users to park on NYC streets or provide ease of traveling on NYC highways. These projects typically will provide a workflow and asset management system. Asset management will document current and historical sign inventory by location. The selected Senior Business Analyst will assist the IT PMO and development teams on gathering/analyzing/summarizing/testing business requirements for implementation of projects similar to the applications as mentioned above.

Services Desired: DOT seeks an experienced Consultant that will be expected to:

  • Identify functional and non-functional requirements for information technology projects and programs
  • using industry standard analysis techniques such as data flow modeling, workflow analysis, and functional decomposition analysis.
  • Prepare, review and update requirements, specifications, business processes and recommendations for proposed solutions using standard templates.
  • Work closely with the DOT business units and subject matter experts in definition, testing, and implementation of functional requirements.
  • Solicit requirements through interviews, workshops, surveys, and/or existing systems documentation or procedures.
  • Define acceptance test conditions and develop accurate/complete test plans.
  • Define and set standards/templates for acceptance test cases, acceptance testing and test matrices.
  • Conduct functional, regression and user acceptance testing according to plan.
  • Effectively use data tools including SQL, Excel, SSIS and SSRS
  • Co-author training materials, participate in the scheduling of training and establishing feedback loops to improve processes and systems.
  • Have considerable knowledge of existing information processing systems and emerging technology trends to match them with DOT's current and future business needs.
  • Participate in meetings with both technology and business teams to facilitate the understanding, clarification, and implementation of requirements.
  • Create/revise/own analysis artifacts and deliverables such as process maps, business requirements, business rules, user stories, user workflows, use cases, user interfaces, screens, and acceptance test cases.
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details and abstract up from low-level information to a general understanding.
  • Understand client organization's direction, structure, business issues and data challenges.
  • Define and/or contribute to roll-out strategies.
  • Manage client expectations effectively.
  • Continually seek opportunities to increase customer satisfaction and deepen client relationships.
  • Create and maintain strategic partnership between business needs and technology delivery.

Minimum Requirements/Additional Provisions

Mandatory Skills/Experience for Consultant Candidates: Note: candidates who do not have the mandatory skills will not be considered.

  • BA/BS degree or equivalent, in a technology related field or other degree preferred.
  • 5+ years' experience specifying, analyzing and documenting requirements for mission critical business applications in a web/client-server environment.
  • 5+ years' experience developing test plans and performing functional and user acceptance testing.

Preferred Skills/Experience for Consultant Candidates

  • 5+ years' experience working with SQL, Excel, SSIS and SSRS.
  • Excellent verbal and written communication skills and the ability to interact professionally and confidently with a diverse group, executives, managers, and subject matter experts.
  • Strong analytical, decision-making and problem-solving skills to interpret customer business needs and translate them into application and operational requirements.
  • Strong facilitation skills and proven experience at driving consensus across multiple stakeholders.
  • Good presentation and leadership skills.
  • Process-driven analysis skills and a background in various requirements elicitation methods.
  • Proficiency with Waterfall, RUP and Agile SDLC processes.
  • Team player who can establish excellent working relationships with peers and other teams.
  • Ability to estimate for delivery commitments
