POSITION SUMMARY

The Florida State Alliance of YMCAs is seeking a dynamic and dedicated State Manager, External Affairs to lead our advocacy efforts at the state, local, and federal levels. The State Manager, External Affairs supports the work of the YMCAs in the State of Florida, a leading nonprofit committed to strengthening community through youth development, healthy living, and social responsibility. This position will be responsible for developing and implementing strategies to advance the Alliance's public policy goals, building and maintaining relationships with key stakeholders, and representing the interests of our member YMCAs in legislative and regulatory matters.

Core and Strategic Functions

Advocate and advance the State Alliance legislative priorities:

Actively interact and communicate with the Alliance CEO and local Y CEOs, Florida YMCAs, political figures, community leaders, lobbyist, and volunteers. Be seen as an active and integral member of the YMCA movement with respect to the YMCA mission and vision. Act as an ambassador for the mission, cause, and vision for the YMCA within the state.

Key Responsibilities:

1. Advocacy and Public Policy Development:

  • Develop and implement comprehensive advocacy strategies to support the Alliance's public policy priorities.
  • Monitor and analyze state and local legislative and regulatory developments affecting the YMCA.
  • Track advocacy efforts through quorum, lobby tools and/or database management.
  • Draft policy briefs, position statements, and advocacy materials to communicate the Alliance's stance on key issues.

2. Stakeholder Engagement:

  • Build and maintain relationships with state and local legislators, government officials, and community leaders.
  • Coordinate and facilitate meetings with policymakers, YMCA representatives, and other stakeholders.
  • Represent the Alliance at legislative hearings, public forums, and community events.

3. Coalition Building:

  • Collaborate with other nonprofit organizations, advocacy groups, and coalitions to advance shared policy goals.
  • Participate in and contribute to relevant coalitions and working groups.

4. Communication and Outreach:

  • Develop and execute communication strategies to engage and inform member YMCAs, volunteers, and the public about advocacy efforts.
  • Prepare and distribute advocacy updates, action alerts, and newsletters.
  • Utilize social media and other platforms to amplify advocacy messages.

5. Training and Capacity Building:

  • Provide training and resources to YMCA staff and volunteers to enhance their advocacy skills and knowledge.
  • Organize and lead advocacy events, such as advocacy days, workshops, and webinars.

6. Research and Analysis:

  • Conduct research and analysis on policy issues impacting the YMCA and its members.
  • Compile data and evidence to support advocacy efforts and policy positions.

Qualifications

  • Bachelor's degree in political science/human services; communications or related field
  • Must reside in Tallahassee, Florida.
  • Minimum 3- 5 years' experience in public policy and government relations. Experience in Florida's political landscape desired.
  • Organizational Leadership certification, or willingness to obtain
  • Demonstrated ability to build and maintain relationships with a diverse range of stakeholders.
  • Experience in coalition building and collaborative advocacy efforts.
  • Strong organizational skills and the ability to manage multiple priorities and deadlines.
  • Proficiency in using digital tools and social media for advocacy purposes.
  • Excellent written and verbal communication skills, including the ability to articulate complex policy issues clearly and persuasively.
  • Must be professional, well organized, and detail oriented.
  • Must be able to travel up to 40% of the time, as needed and assigned by CEO
  • Strong interpersonal, verbal/written communication and presentation skills
  • Analytical and problem-solving skills
  • Must have the ability to work on various duties and issues, and perform multiple tasks.
  • Appropriately and professionally work closely with Florida movement leaders and YUSA staff.
  • Must possess an ability to establish and maintain collaborative partnerships with individuals across a broad range of stakeholders
  • Ability to develop and cultivate relationships with key stakeholders, while always upholding the highest standards of the values of the YMCA's heritage.
  • Commitment to the mission of the YMCA and its focus on youth development, healthy living and social responsibility

Full time position. Hourly range $22-26. Our extensive benefit package includes a excellent health benefits, generous PTO, 12% employer paid retirement when eligible, 403(b) savings plan, and free facility usage. Requires a level 2 background check and drug test.
