ENGLISH LANGUAGE (EL) REGIONAL MANAGER
The Opportunity: The English Language (EL) Regional Manager plays a crucial role in supporting Phalen Leadership Academies' diverse programs and services. This position is responsible for ensuring that all state and federal guidelines related to English Language Learners are meticulously monitored and adhered to, with 100% accuracy as validated by PLA's internal compliance checks.
The EL Regional Manager will collaborate closely with school leaders to assess and enhance the performance of PLA EL teachers through the PLA Coaching Cycle. Additionally, this role will involve creating a comprehensive framework—including training, guides, and resources—that can be implemented across all MTSS tiers to improve and support the academic success of scholars with Individualized Learning Plans (ILPs).
LOCATION: Indianapolis, IN or within a 40-mile radius
Experience and Education Requirements:
- Five (5) years of teaching experience with a specialization in English Learners
- Valid teaching license with EL/MLL endorsement
- Experience with laws pertaining to English Learners is required
- Supervisor Certification (varies per state)
- Experience working in an in-person and virtual classroom environment
- Demonstrate knowledge and understanding of sheltered instruction, WIDA testing, content learning objectives, individualized learning plan (ILP) developmen and implementation, effective instructional and behavior strategies, learning assessment and diagnosis, and research related to best practices
- Ability to work onsite and travel
Performance Responsibilities:
- Assist with coordination and supervision of activities of EL teachers and support staff to ensure compliance with Individualized Learner Program (ILP) development and implementation and effective and efficient provision of programs and services for scholars with language needs in the educational learning environment;
- Coordinate and facilitate bi-weekly EL Meetings at assigned buildings to:
- Ensure compliance with federal and state law
- Monitor and reinforce regulation and district policy
- Build capacity and develop building based EL team
- Assist in the supervision of English learners, teachers and aides, as necessary, and provide direction and assistance for improvement (in partnership with building leadership)
- Work cooperatively with building principals and district administrators to resolve issues and ensure the effective and efficient provision of English Learner programs and services.
- Coordinate staff development for EL teachers, school personnel, including MTSS members, related services providers, teachers, and aides
- Communicate frequently and clearly with parents, guardians, and caregivers when needed.
- Resolve problems and respond to parental requests for information or assistance in a timely fashion.
- Participate in the coordination of parental activities, including meetings
- Attend ILP meetings and other student-centered meetings as necessary to resolve issues and ensure the appropriate development and implementation of programs and services
- Demonstrate knowledge of the state and federal English learner policies and procedures
- Assist in the preparation of federal, state, and district reports and grants
- Assist in the training and development of Section 504 managers and data collection of Section 504 scholars (specifically for EL scholars with a 504)
- Assist in the coordination of activities between special services personnel and the MTSS team to ensure effective general education interventions
- Assist in the coordination of activities and data collection of the federal mandate of SEA 217-Dyslexia (specifically for EL scholars with Dyslexia)
- Assist in the coordination of efficient allocation of materials and supplies
- Maintain positive relationships with the building administration, parents, other personnel, and scholars in the buildings
- Works directly with the Director of Special Populations to ensure assigned buildings maintain 100% compliance with federal and state English learner laws, supports with compliance training and direct coaching to personnel when needed
- Conducts training on EL, The PLA Way

- Informs building-based EL personnel and administrators of the timelines for Individual Education Plan (ILP) development and Progress on Goals
- Conducts regular ILP audits to ensure compliance with federal and state law, as well as district special populations policies and procedures
- Manages the status of the English Learner database
- Supports buildings with the Language Minority (LM) Report
- Perform other duties to fulfill the general responsibility as may be desirable and necessary.
