The Representative Payee and Benefits Manager will play a crucial role in managing both the representative payee program and client benefit services. This position requires someone who is detail-oriented and can navigate complex financial systems, advocate for clients' needs, and ensure compliance with regulatory requirements.

Essential Functions:
Under the direction and supervision of the Director of Human Resources, the duties and responsibilities include, but are not necessarily limited to:
 
  1. Lead the day-to-day operations of the representative payee program, including managing client finances, budgeting, and record-keeping.
  2. Develop and implement individualized budget plans for clients, ensuring that funds are allocated appropriately to meet their needs and goals.
  3. Oversee the disbursement of client funds, including receiving benefit payments, paying bills, and managing savings and discretionary funds.
  4. Maintain accurate and up-to-date records of all financial transactions and client interactions in accordance with program requirements.
  5. Serve as the primary point of contact for clients regarding their benefit eligibility, application processes, and ongoing benefit maintenance.
  6. Apply for and access a variety of benefits, including Social Security, Supplemental Security Income (SSI), Medicaid, and other entitlement programs.
  7. Advocate for clients in navigating complex benefit systems, addressing issues, and resolving disputes or discrepancies as needed.
  8. Stay informed about changes to benefit programs, eligibility criteria, and application procedures, and communicate updates to clients and staff members.
  9. Collaborate with external agencies, government offices, and healthcare providers to coordinate client services and ensure seamless access to benefits.
  10. Ensure compliance with all relevant laws, regulations, and organizational policies governing representative payee services and benefit programs.
  11. Prepare and submit accurate and timely reports to regulatory agencies and funding sources as required.
  12. Participate in audits and quality assurance reviews of the representative payee program and benefits management processes, implementing corrective actions as needed.
  13. Supervise the Rep Payee Assistant by providing guidance, support, and performance feedback.
  14. Assign tasks, set goals, and monitor progress to ensure that program objectives are met and quality standards are maintained.
  15. Address any performance issues or conflicts among team members in a timely and effective manner, fostering a positive and collaborative work environment.
  16. Other duties as assigned.


Qualifications:
 
  1. Bachelor’s degree in business, Social Work, Finance, or related field preferred.
  2. Previous experience working in a representative payee program or benefits management role preferred.
  3. Knowledge of Social Security, SSI, Medicaid, and other benefit programs and eligibility requirements preferred.
  4. Must complete a successful background check.

  1. Strong organization and time management skills with meticulous attention to detail.
  2. Strong communication and interpersonal skills
  3. Proficiency in Microsoft Office and financial management software.
  4. Detail oriented with the ability to meet schedules and honor deadlines.
  5. Willingness to learn and adapt as needed.
