Job Summary: Under the general direction of Director of Programs, the Service Connector Program Manager provides program oversight, program development and implementation that supports in the development and quality services to families living in San Francisco at our Holly Courts and Alemany Housing sites. The Service Connector Program Manager position requires a high degree of initiative, integrity, ability to practice boundaries, professionalism, flexible work style involving independence as well as teamwork, strong organization and follow-up, multi-tasking, and above all interaction with a diverse group of staff, community members, and community partners. We are seeking an organized motivated individual who possesses a variety of skills that include the ability to develop new and equitably diverse programs who can also develop and build a team and who has experience in creating strength based family service plans, knowledgeable of San Francisco Bay Area resources designed to bring sustainability to the residents.
The Organization- Bernal Heights Neighborhood Center (BHNC) is a non-profit community based multi-service agency founded in 1978. Our mission is “…to preserve and enhance the ethnic, cultural, and economic diversity of Bernal Heights and surrounding neighborhoods. We promote community action to build a just and equitable community for all. BHNC focuses on the needs of people with low and moderate incomes. We work to accomplish our mission by:
Developing affordable housing throughout San Francisco;
Providing linguistically and culturally responsive services to our community’s most vulnerable adults, seniors, youth, and their families;
Developing leaders; organizing and empowering our tenants, clients, members, and allies to advocate for their needs and for the needs of the community.”
BHNC has five key program areas to meet this mission: Housing Development and Rehabilitation, Senior Programs, Youth Programs, Employment Programs and Community Organizing. We serve a thousand youth, adults and seniors annually from our offices in Bernal Heights and the Excelsior. Our programs raise funds from the public sector, housing development and management, foundations, local businesses and individuals.
PRIMARY RESPONSIBILITIES:
Develop and manage program and staff to achieve all program and contract deliverables.
Develops and manages procedures, intakes, assessments, service plans and post service evaluation process to include the implementation of Salesforce Case Management and Asana project and task management
Develop and oversee department quarterly work plan, manage and track budget and expenditures
Hire, train, develop, evaluate staff to include approval of timecards, etc.,
Creates staff training and development plan that relates to staff professional development and programmatic quality assurance.
Develop community building activities that are equitable, culturally diverse and align the scope of the work for the program..
Develops partnerships and collaborative programming with neighboring organizations
Partner with leadership to develop and streamline a process for collecting, maintaining and distributing statistical data and complete documentation in a timely manner, including submitting reporting on all contracts
Create and oversee department and case review meetings.
Oversee services BHNC’s role in housing retention and eviction in partnership with property management
Oversee all mandated reporting, including BHNC Incident reports, APS and CPS
Oversee training and compliance with all HIPAA and PHI policies and procedures
Attend agency events, staff meetings and other program meetings as required/needed.
PREFERRED QUALIFICATIONS
3-5 years of experience providing supervision to staff
A minimum of 3 year experience providing case management or service connection to adults/seniors/families
Demonstrated ability to implement programs that are culturally responsive and diverse
Bachelor's Degree in Social Work or a related field.
Two years of experience working with low- income people in a social service setting
Familiar with Salesforce and/or similar system Fluency both written and verbal in Spanish, Samoan, or Cantonese strongly desired.
Two years of experience working with individuals and families
Demonstrated knowledge and understanding of substance abuse, mental health issues and working with people who have various socioeconomic levels including formerly incarcerated individuals, foster care, etc.,
Familiar with resources and support services in San Francisco
Strong organizational and communication, oral and written
Ability to multi-task and follow up and follow through on assignments
Build trust with residents and be an active listener and effective problem solve of
emerging issues.Able to establish department boundary protocol, exercise discretion and sound judgment on a daily basis.
Experience in overseeing and implementing confidential policies and procedures that
include mandated reporting laws.Enthusiasm for leadership development and community engagement in a mixed
income, multi-racial, multi-ethnic community including affordable housing
developments.Commitment to social justice, delivery of quality services
Conflict resolution skills
PHYSICAL REQUIREMENTS: Requires frequent sitting, typing and computer use * occasionally requires pushing and/or pulling objects, walk up and down stairs and/or hills, lifting and/or carrying up to 25 lbs. * requires the ability to frequently move about or remain seated depending on the task at hand.
This full-time, exempt position includes a competitive salary based on experience with employee paid benefits that include medical, dental, life, EAP, generous paid time off, and holidays, paid lunch, monthly cell phone stipend and more. Must be able to work 9 to 5pm Monday through Friday with at least 1 late days per week (10:30am to 6:30pm) with occasional evening and weekend hours.
