Girl Scouts of Oregon and Southwest Washington seeks a motivated and development-oriented leader who shares our vision of helping Girl Scouts change the world as the Program Manager of Afterschool Community Troops. We are looking for someone with experience in leadership and youth program development and delivery.

 

What You’ll Do

As the Program Manager, you’ll lead the Portland Public School (PPS) Afterschool Community Troops (ACT) program, including program development and implementation and relationship-building with key PPS and community partners. In this role, you’ll ensure that the Girl Scout Leadership Experience (GSLE) is incorporated into program initiatives and that the program operates according to Girl Scouts policies, procedures, and standards. You’ll also manage a team of 10-12 seasonal, part-time Program Activity Leaders (PALs) and interns, including hiring, training, supervision, scheduling, and performance management.

Responsibilities

  • In collaboration with the Latina Outreach Manager, manage all aspects of the PPS ACT Program.
  • Develop goals to ensure program delivery standards are met, including registered membership and participation metrics.
  • Manage budgets, grants, and other administrative financial reporting, including approval of PPS ACT team expenses.
  • Support the development of proposals and compliance reporting for grant-funded and/or contracted program delivery.
  • Represent Girl Scouts of Oregon and Southwest Washington and Community Pathways programming when engaging with district and school leadership, community partners, and volunteers.
  • Train and coach PALs in effective, engaging program delivery using the Girl Scout Leadership Experience.
  • Supervise PALs daily program implementation and administrative tasks to ensure accuracy and completion.
  • Serves as the Girl Scout representative and point person during all school-based Girl Scout programming.
  • Coordinate program sites and staff schedules.
  • Develop and document program evaluation data to inform program efficacy, impact, and future program design.
  • Support Girl Scout participation in council-wide opportunities and ensure that participants can fully engage with Girl Scouts programming.
  • Cultivate relationships with community organizations to promote and develop Girl Scout programs for all Girl Scouts in assigned areas. 
  • Utilize the council’s registration and customer relationship systems to manage, support, and document interactions with Girl Scouts.
  • Participate in in-person meetings, events, work assignments, and retreats, the frequency and location of which is determined by business needs.
  • Support diversity, equity, inclusion, and belonging efforts through ongoing action and participation in specific initiatives.
  • Support the achievement of the council’s strategic objectives and goals and meet or exceed key performance indicators.

  • Bachelor’s degree or satisfactory combination of work and educational experience in social science, education, recreation, youth development, or related field.
  • Experience working in a supervisory role – at least two (2) years.
  • Experience working in youth programs, particularly those serving youth of diverse ages and backgrounds, including at-risk youth. – at least two (2) years.
  • Experience working with grants and/or contracts – at least one (1) year.
  • Experience producing reports, including evaluating and presenting results.
  • Bilingual (English/Spanish), including advanced oral and written communication skills, strongly preferred.
  • Commitment to social justice and diversity and the ability to work effectively with people of different backgrounds and abilities.
  • Curriculum development and facilitation for k-12 students.
  • Program evaluation design and assessment.
  • Classroom management.
  • Youth development.
  • Program planning and implementation.
  • Budget management.
  • Conflict resolution.
  • Staff development/training.
  • Computer proficiency at an intermediate level in Microsoft 365, including Teams, Outlook, Word, Excel, and PowerPoint, with ease in learning new applications.
  • Strong communication skills, including verbal and written, and experience communicating with volunteers and the public in large and small groups, as well as on an individual basis.
  • Excellent customer service skills.
  • Ability to build and maintain partnerships both internally and externally.
  • Able to work a flexible schedule, including evenings, some weekends, and occasional overnight trips within our council jurisdiction.
  • Ability to travel to program sites often, up to 55% of work time, depending on the season. Reliable transportation is required.
  • Ability to work independently, with minimal supervision, while managing multiple priorities.
  • Ability to collaborate with and contribute to a team environment.
  • Attention to detail.
  • Must be able to transport program materials and supplies to site locations.
    • A reliable vehicle, a valid driver's license in good standing, and auto insurance are highly preferred.

 

The Details

  • Compensation – Exempt/salaried, starting at $60,000 to $80,000 per year, depending on qualifications. + $2,600 per year for Spanish language skills at an intermediate level or better.

  • Hours – Full-time, approximately business hours, including after-school program hours, with some flexibility. Occasional event attendance, including weekends and evenings.
  • Location – Portland Public School district with frequent travel to program sites, up to 55% of the time. Other job duties can be performed remotely if you meet internet connectivity standards, at the Portland Service Center, or in a hybrid setting based on your preference.
