DUTIES AND RESPONSIBILITIES

The Residential Construction Administrator & Mortgage Compliance Assistant is responsible for managing the administration of all residential construction loan files, which includes reviewing and analyzing the cost to build, monitoring the disbursement of construction funds, ordering and reviewing inspection reports, on- boarding (booking) the construction file to draw system (Radius), obtaining lien waivers, and anything else necessary to ensure safety and soundness of the construction project.

The incumbent will:

  • Review and approve construction inspections, monitor draw requests to ensure that sufficient money remains to complete the project.
  • Maintain the approved builder list and update licenses and liability insurance as needed.
  • Create and monitor the draw schedule, requests, transfer funds, and process wires.
  • Process required documentation for the permanent mortgage and facilitate the perm modification to the secondary market or bank portfolio.
  • Act as the liaison for projects between builders and borrows and facilitate the approval and extension modifications needed.
  • Ensure all projects are completed on time and adhere to all mortgage and compliance procedure.
  • Process all Mortgage Denials and Withdraw request(s) in compliance with Reg B and Reg C.
  • Scrub HMDA for all Closed Loan Files, Denials, and Withdrawals in compliance with Reg B and Reg C.
  • Upload loan samples to Stonehill QC for monthly closed loan and prefunding audits.
  • Prepare reporting for management including construction, HMDA, and QC reports as needed.
  • Responsible for being familiar with all compliance regulations and policies that are applicable to this position and follow and ensure compliance with these regulations and policies

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in related field and minimum of three (3) years’ banking or financial services experience required
  • Ability to review and interpret “As Is” and “As Complete” construction project appraisals.
  • Strong understanding of the construction project entitlement process, and mortgage regulations as they relate to HMDA, Reg B, and Reg C.
  • Strong understanding of, and ability to negotiate, complex construction loan documentation.
  • Administrative experience; financial services environment preferred
  • Excellent communication skills, with ability to quickly understand and communicate concepts both verbally and in written form.
  • Excellent accounting knowledge (college coursework or equivalent work experience) as applied to construction loan underwriting and mortgage compliance.
  • Ability to stay organized and multi-task
  • Experience using Microsoft Outlook, Word and Excel

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS

The physical requirements and environmental conditions of this position consist primarily of:

  • Sustained standing and sitting
  • Frequent use of PC, including typing or sustained attention to monitor
  • Occasional presentations requiring public speaking to small groups
  • Occasional lifting of basic office files or equipment up to 20 lbs
  • Normal office environment with comfortable internal temperatures and low level noise
  • Some travel necessary for client/prospect meetings and networking events
