JOB SUMMARY
The Housing Specialist plays a critical role in supporting families enrolled in our family supportive services living Baltimore City who face increasing challenges in securing and maintaining stable housing. This position involves guiding families through complex interactions with landlords and courts to help them remain housed. The Housing Specialist will provide comprehensive support, including referrals and coordination with community services and increase opportunities for all families served.
In this role, the Housing Specialist will also maintain an updated resource guide for the team to share with families and community partners. Additionally, the Specialist will serve as a liaison for families moving into a new mixed-income redevelopment, ensuring they have an advocate in their interactions with property management and assisting with their smooth transition. This position requires close collaboration with a multidisciplinary team to develop and execute mobility services for families relocating under a place-based transformation initiative supported by the U.S. Department of Housing and Urban Development.
JOB RESPONSIBILITIES:
- Coordinate housing stability strategies with the housing authority, development partners, and community organizations.
- Collect information from residents through home, office, and community visits.
- Work with families to assess, develop, implement, monitor, and modify Development Plans to maintain or achieve stable housing.
- Assist residents in navigating social service organizations and public agencies using local community knowledge.
- Identify service gaps, advocate for residents, and coordinate service delivery for assigned caseload.
- Advise residents on housing stability opportunities and neighborhood choices.
- Ability to mediate conversations between landlord and resident to ensure success for housing outcomes
- Provide mobility counseling and manage housing stability activities for residents.
- Maintain effective partnerships internally and externally.
- Ensure privacy and confidentiality of all household information.
- Enter and track resident data in Urban's performance management system "LEARN" in real time.
- Report on residents in housing stability status- tracking lease expirations and families current residences to report on housing status, challenges and successes.
- Attend community supportive services meetings and Urban Strategies program meetings.
- Be available for occasional night/weekend work and travel.
- Perform miscellaneous job-related duties as assigned.
- Supporting and promoting the development of the USI CDFI client base.
QUALIFICATIONS:
- Bachelor’s degree in Social Work, Public Administration, Urban Planning, or a related field. A Master’s degree is a plus.
- At least 3-5 years of experience in housing, social services, or community development, with a focus on family support, case management, or housing stability services.
- Strong understanding of housing laws, tenant rights, and the challenges faced by low-income families in urban settings.
- Excellent communication and interpersonal skills, with the ability to advocate for residents and build relationships with landlords, property management, and community service providers.
- Ability to navigate complex housing systems, including experience with HUD programs and local housing authorities.
- Problem-solving skills, with a proactive approach to identifying and addressing housing-related issues.
- Ability to work independently and as part of a multidisciplinary team, with a collaborative spirit.
- Flexibility and adaptability to respond to the changing needs of families and the community.
- Strong ethical standards and a commitment to maintaining confidentiality and professionalism.
- Strong organizational, planning, and time management skills.
- Ability to excel in a fast-paced environment.
- Ability to work independently and collaboratively in culturally diverse settings.
- Proficiency in MS Office Suite, especially Advanced MS Excel, and other common software.
- Familiarity with data analysis and reporting, particularly in tracking resident outcomes and program effectiveness.
